Job Summary
A mission-driven nonprofit organization in the Tri-Valley is seeking a strategic Director of Risk and Compliance to lead enterprise risk management, regulatory compliance, grant oversight, contract administration, data privacy governance, and internal controls. This direct hire opportunity is ideal for an experienced compliance leader who understands complex public funding streams, nonprofit fiscal accountability, and cross-functional risk management. The Director of Risk and Compliance will report to executive finance leadership and partner closely with Finance, IT, Program leadership, external legal counsel, and public agency stakeholders. This role offers high visibility, meaningful community impact, and the opportunity to strengthen compliance systems that support publicly funded child care, wage floor, and community-based initiatives. Key Responsibilities - Lead enterprise risk assessments, compliance frameworks, internal control structures, and organizational compliance planning in partnership with executive leadership.- Partner with Finance and the Controller to ensure fiscal compliance for grants, budgets, financial reporting, audits, Form 990 filings, and federal, state, and local requirements.
- Support compliance design, monitoring, and regulatory workflows for Measure C Subsidized Child Care and Minimum Wage Floor Operating Grants.
- Oversee contract lifecycle management, subcontractor agreements, legal reviews, conflict-of-interest protocols, and organizational insurance portfolios.
- Partner with IT and Program leadership on HIPAA, PII, PHI, cybersecurity governance, data integration protocols, privacy audits, and security incident reporting.
- Supervise and mentor the internal compliance team while developing policies, training, corrective action plans, and internal compliance review processes. Compensation and Benefits - Salary: $150,000 to $160,000 per year.

Required Qualifications and Skills
- Lead enterprise risk management, compliance monitoring, and internal control initiatives across finance, programs, contracts, and IT.- Manage public grant and contract compliance, including regulatory reporting, subcontractor oversight, and audit readiness.
- Support fiscal compliance for federal, state, and local funding streams, including financial reporting, allowable costs, and documentation standards.
- Develop compliance policies, staff training, corrective action plans, and cross-departmental workflows. - 7 to 10 years of progressive experience in compliance, risk management, grant oversight, audit, or related regulatory functions.
- Experience in a complex nonprofit, public agency, or publicly funded environment managing federal, state, municipal, or large-scale grant funding.
- Strong knowledge of fiscal compliance, financial reporting requirements, OMB Circulars, 2 CFR 200, nonprofit financial controls, and audit preparation.
- Familiarity with ECE subsidy structures such as CAPP, CCTR, and CSPP.
- Knowledge of HIPAA, PII, PHI, data privacy standards, IT security governance, and cybersecurity compliance practices.
- Proven experience managing large-scale public grants, contract portfolios, application lifecycles, subcontractor agreements, and compliance documentation.
- Experience supervising staff, providing coaching, setting priorities, and building team capacity in compliance, grants, or contract administration.
- Ability to work effectively with Finance, HR, IT, Program leadership, external public agencies, auditors, and legal partners.
- Strong written and verbal communication skills, with the ability to explain complex regulatory, legal, financial, and compliance topics to non-technical stakeholders.
- Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
- Proficiency with Google Suite, grant or compliance management software, automated data extraction tools, and enterprise accounting systems such as Intacct, MIP, or QuickBooks.
- Commitment to organizational integrity, community equity, public accountability, and responsible stewardship of public resources. Preferred Qualifications - Master’s degree or Juris Doctor in Law, Healthcare Compliance, Financial Management, Public Administration, Business Administration, or a related field.
- Relevant certification such as Certified Healthcare Compliance, Certified Compliance and Ethics Professional, Certified Public Accountant, or Certified Grants Management Specialist.
- Deep familiarity with nonprofit financial accounting standards, public grant administration, and API-driven data collection databases.
- Experience supporting single audits, programmatic audits, financial audits, corrective action plans, and regulatory monitoring visits.
- Experience working with public child care, early childhood education, wage floor, subsidized care, or community investment programs.
