The Federation is seeking a highly motivated and qualified security individual with a variety of skill sets who wants to join a team working to combat antisemitism, strengthen the Jewish community and build a new model of 21st century and next generation Federation engagement.POSITION SUMMARY
As the senior decision-maker for all safety and security matters, the Managing Director of Community Security drives the Federation’s strategic direction while remaining personally engaged in field-level oversight. The Managing Director is responsible for supervising the security team (3-5 members), managing the program budget, and overseeing contracted services. By balancing executive-level coordination with practical tasks like training and site assessments, the Director serves as a credible, trusted voice for the community at the local, civic, and national levels. The Managing Director of Community Security oversees the main Federation Bay Area catchment area (San Francisco, Marin, Sonoma, Peninsula, East Bay) along with serving as the regional security advisor for Jewish Silicon Valley and the Jewish Federation of the Sacramento Region. The position works in partnership with other national and regional security agencies including Secure Community Network (SCN), Community Security Initiative (CSI) Los Angeles, FBI, and NCRIC. This is hybrid role, reporting to Chief Strategy and Impact Officer, with 2-3 days in the San Francisco office and required travel that may include extended regional and national coverage with limited advance notice, including after-hours and on-call availability.ESSENTIAL JOB FUNCTIONS
Strategic Leadership Design and implement a comprehensive security strategy with measurable goals across local, regional, and national levels. Manage the department budget and help oversee a $500,000+ security provider contract Advise Federation leadership and generate high-level strategic briefings for executives Law Enforcement & Partnerships Serve as the direct, personal point of contact for the FBI, DHS, and state/local law enforcement regarding incident response and threat monitoring, and intelligence with JFNA national partner SCN. Cultivate high-level partnerships with the SFPD, Interfaith Council, Israeli Consulate, and regional officials. Represent the Federation in public forums, government task forces, national security summits, and media engagements. Serve as a primary security escalation point for Jewish community organizations, CEOs, Executive Directors, and clergy across Northern California Physical Security & Site Assessments Lead the security team in conducting comprehensive on-site assessments and auditing emergency protocols for facility hardening for community organizations across Northern California Ensure technical consistency and alignment with program standards. Direct the Federation’s physical security posture, including the management of contracted security providers and facility safety. Incident Response & Emergency Management Serve as Incident Commander during major events Establish and oversee organization-wide emergency communication systems, including mass notification protocols, escalation procedures and all-hazards preparedness planning in collaboration with the COO and operations team. Coordinate strategic security for high-profile community events, involving law enforcement, facility staff, and security personnel. Training & Education Define the scope and direction of the security training program, ensuring content remains current with intelligence, field experience, and community needs. Ensure trainings aligned with current needs of the community and best practices in the field Intelligence & Information Management Monitor and analyze global and local threats, including terrorism and antisemitism, disseminating intelligence deemed critical to Federation leadership and community partners in a timely manner. Oversee initial investigations and routine fact-finding for security incidents, aiming for seamless information sharing and communication with law enforcement. Grants, Compliance & Advocacy Provide senior-level oversight and strategic direction for the program’s grant strategy, including DHS Nonprofit Security Grant Program and other state and federal funding opportunities; support application and implementation as needed Ensure program compliance with state and federal security laws and regulations. RequirementsQUALIFICATIONS, KNOWLEDGE, SKILLS, ABILITIES
Executive Leadership: Proven expertise in managing security operations and programs, specifically within nonprofit or community-based organizations. Integrity: Results-oriented leader with high personal integrity; must pass comprehensive criminal, financial, and reputational background checks. Dual-Role Capability: Ability to act as both a strategic visionary and a hands-on practitioner, remaining engaged in field-level security work as needed. Physical Security Expertise: First-hand knowledge of security mitigation measures and systems to appropriately conduct site assessments, identify vulnerabilities, and provide actionable recommendations. Emergency Management: Proficient in developing operational policies, emergency communication protocols, and FEMA/DHS interoperability requirements. Emergency Response/Crisis Training: Experienced in delivering security training programs and managing others in the execution of safety drills. Stakeholder Relations: Skilled at building trusted, high-level relationships with law enforcement, government agencies, and community leaders. Communication & Judgment: Exceptional verbal and written skills with the ability to exercise sound judgment on sensitive, high-stakes reputational issues. Security Clearances: Ability to obtain a government SECRET level clearance. Professional Certification: CPP (Certified Protection Professional), CCTP (Certified Counter Terrorism Practitioner), TLO (Terrorism Laison Officer, law enforcement certification only) or PSP (Physical Security Professional) designation. Technical Proficiency: Proficiency of Microsoft Office Suite, teleconferencing platforms, and modern threat investigation methodologies. Operational Flexibility: Available for extensive regional travel and "on-call" status, including responsiveness during evenings, weekends, and holidays.EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited university required Law enforcement certification from an accredited law enforcement academy, or approved United States Military Criminal Investigative or Law Enforcement Military Occupational Specialty (MOS) Minimum 15+ years of sworn law enforcement or equivalent security experience, with at least 5 years in a formal leadership or command role.
