Job Summary:

B&A is looking for a Top-Secret Project Manager to join a contract with a federal government client in support of an important mission. We are seeking an experienced Project Manager to lead our on-site team in Suitland, Maryland supporting the Joint Staff Declassification Branch (JSDB) within the Information Management Division (IMD). In this role, you will be responsible for the overall management and successful performance of all Performance Work Statement (PWS) tasks, including declassification review, records management, special review, archiving, and administrative support in accordance with Executive Order 13526 and applicable Joint Staff and National Archives and Records Administration (NARA) requirements.

Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information.

Responsibilities:

• Serve as the primary point of contact to the Contracting Officer’s Representative (COR), Declassification Branch Chief, and IMD-Chief, and manage overall contract performance across all PWS tasks.

• Plan, direct, and oversee contractor personnel performing declassification reviews (ADR, MDR, FRUS, FOIA, and Special Review) and supporting records management, archiving, and administrative functions.

• Ensure all declassification and archiving actions meet or exceed the minimum 99% acceptable quality level; monitor performance metrics and implement remedial training or rework at no additional cost to the Government as needed.

• Prepare and deliver timely, accurate reports and monthly open/close status updates to Government leads as tasked.

• Manage surge support requirements and coordinate resource allocation across contract line items (CLINs).

• Ensure compliance with Executive Order 13526, Joint Staff instructions and directives, applicable classification guides, and NARA records management requirements.

• Oversee the safeguarding, handling, and transportation of classified record materials from storage locations within the National Capital Region (NCR).

• Coordinate staffing, onboarding, training, and security requirements for contract personnel, and serve as liaison between the Government and contractor management.

Education and Experience:

• Bachelor’s degree in the Social Sciences is required. Candidates with a degree in other disciplines, or without a bachelor’s degree but having considerable professional/military experience, may be accepted based on documented declassification work experience subject to Joint Staff concurrence. Candidates must meet one of the following experience requirements:
• At least 5 years of experience managing federal contracts and 5 years of DoD experience in the management and performance of all PWS tasks (experience may be concurrent); OR
• At least 4 years’ experience performing PWS tasks within the Joint Staff Declassification Branch, and at least 1 year of experience in a position where managing personnel was a substantial part of the regular job duties. Must have completed contractor-provided management training within the past year.

Required Skills:

• Accredited Project Management Professional (PMP) certification required.
• Demonstrated experience managing personnel and federal contract performance, ideally in a classified declassification or records management environment.
• Working knowledge of Executive Order 13526, declassification criteria and processes, and Joint Staff structure, mission, history, and equities.
• Strong organizational, reporting, and communication skills, with the ability to interface directly with senior Government stakeholders.

Security Clearance

Must possess a final and fully adjudicated Top-Secret clearance.

Employees must be able to perform the essential functions of this position, with or without accommodation.

• Ability to remain stationary for extended periods while working at a computer.
• Frequently operate standard office equipment, including computers and telephones.
• Ability to communicate effectively in person, by telephone, video conference, and email.
• Occasionally move about the office and lift up to 20 pounds.
• Ability to work the assigned schedule with regular and reliable attendance.
• Ability to travel up to 10% as required.
