You will be a part of an impactful cross-discipline team leveraging innovation, critical thinking and leadership to develop and implement CTV’s permitting strategies.The base annual salary for this posted position is reasonably expected to range from $134K - $175K, with a target annual bonus of 15% of base salary and eligibility to participate in our long-term incentive program. Benefits Include: Medical, Dental, Vision, 401k with Match, Paid holidays, FSA, HSA.Job Overview: The Senior Regulatory Advisor leads and manages permitting strategy and execution for the Carbon TerraVault portfolio of energy and infrastructure projects. This role is responsible for driving successful permitting outcomes by coordinating across regulatory agencies, internal teams, and external stakeholders, while ensuring full compliance with applicable local, state, and federal requirements. The position requires deep expertise in environmental and energy permitting, strong project management capability, and the ability to navigate complex, multi-agency regulatory frameworks. Responsibilities: Permitting Strategy and Execution: Lead, direct and manage the permitting process for CTV projects, including developing permitting strategies, identifying required approvals, and ensuring timely acquisition of all permits and authorizations.Regulatory Compliance: Conduct project screening to ensure compliance with all relevant local, state, and federal regulations and standards for all CTV projects. Prepare appropriate documentation that demonstrates compliance with permit conditions of approval for agency review.Agency Coordination: Serve as the primary point of contact with regulatory agencies; proactively manage relationships, facilitate reviews, and resolve issues to maintain permitting schedules.Application Management: Oversee the preparation, review, and submission of permit applications and supporting technical documentation; ensure accuracy, completeness, and consistency across submittals. Maintain accurate records of all permitting activities and communications.Environmental Review: Lead or coordinate environmental studies and review processes (e.g., CEQA, NEPA, CESA, FESA and related analyses) required to support permitting and approvals.Stakeholder Engagement: Collaborate with cross-functional teams, consultants, and external partners to align permitting requirements with project design, schedule and execution.Risk Management: Identify potential permitting risks and constraints early; develop and implement mitigation strategies to minimize schedule and regulatory impacts. Conduct regular audits and assessments to ensure ongoing compliance.Policy Development: Establish and maintain internal permitting procedures, guidance, and best practices to ensure consistency and regulatory compliance across projects.Monitoring and Reporting: Monitor evolving regulatory requirements and policy developments and trends related to CTV projects. Provide regular updates and strategic guidance to senior management.Subject Matter Expertise: Serve as a trusted advisor and central resource for regulatory and permitting matters across the organization.Qualifications: Education: Bachelor’s degree in environmental science, Engineering, Law, or a related field. Advanced degree preferred.Experience: Minimum of 10 years of experience in environmental permitting or a related field. Experience in CCST or the energy sector is highly desirable.Knowledge: In-depth knowledge of Federal, State, and local environmental permitting processes and regulations.
