Statewide Benefits Coordinator

Minnesota Management & Budget is seeking a Statewide Benefits Coordinator to serve as the statewide benefits expert for the State Employee Group Insurance Program (SEGIP). SEGIP provides insurance benefits for over 131,000 employees, retirees, and dependents from all three branches of government. This position is responsible for providing benefits counseling and information to employees across the state to ensure clear understanding of requirements related to retirement.

Job duties for this position include:

• Training employee insurance division staff on benefits administration practices
• Responding to inquiries from employees regarding benefits and retirement planning
• Planning, scheduling, and delivering weekly training with human resources staff and employees at state agencies and other locations across the Metro area; providing similar training at least once per year to Greater MN
• Planning and developing annual open enrollment processes, forms, and communications

Minimum qualifications include:

• At least four (4) years of experience administering employee insurance programs, including medical, dental, life, disability, and pre-tax plans
• Training and facilitation skills sufficient to create and deliver small- and large-group informational presentations so employees understand their benefits options
• Communication and interpersonal skills sufficient to clearly explain complex benefits information and provide guidance on benefits, insurance, and retirement programs to a variety of audiences
• Knowledge of federal and state insurance laws and Medicare requirements to comply with benefits administration regulations
• Knowledge of and familiarity with benefits software systems sufficient to navigate and design electronic enrollment and benefits management
• Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment
• Ability to travel to various locations throughout the State of Minnesota and a valid driver's license

A bachelor's degree in human resources, business administration, public administration, or health administration may substitute for one (1) year of experience. A master's degree in a similar field may substitute for eighteen months of experience and a doctorate degree in a similar field may substitute for two (2) years of experience.

Preferred qualifications include:

• Experience developing and delivering benefits-related trainings materials or communication tools
• Experience with SEMA4
• Experience with public sector benefits administration (city, county, state, federal, or Tribal)
• Experience working in a unionized environment
