This position exists to lead the Minnesota Missing and Murdered Indigenous Relatives (MMIR) Office within the Minnesota Department of Public Safety Office of Justice Programs. The MMIR Office strives to reduce and end violence against all Indigenous people in Minnesota. The Director provides strategic planning, programming, and policy direction for the Office in collaboration with key partners as well as administrative management of the Office.

The ideal candidate has a working knowledge and understanding of what leads to MMIR in Minnesota, including root causes, historical trauma, and how intersecting federal, state, and local systems impact violence against Indigenous communities and people.

The ideal candidate is:

• A strong communicator with exceptional verbal and written communication skills; the ability to articulate complex ideas clearly and persuasively to different audiences; ability to prepare reports, present recommendations, facilitate meetings, and communicate effectively with executive leadership, Tribal governments, legislators, law enforcement, community partners, and the public.
• An experienced change agent and project manager; experience in managing projects from inception to completion; ability to manage multiple priorities and deadlines effectively.
• An implementer with experience developing and operationalizing policies, initiatives, and programs, as well as experience evaluating and developing recommendations for improvements.

Minimum Qualifications

A minimum of four (4) years of progressively responsible experience leading or administering complex public programs, initiatives, or services involving strategic planning, policy development, collaboration with key partners, and program implementation.

Experience must demonstrate:

• Experience in administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances.
• Two (2) years supervisory experience including hiring, coaching, performance management, team development, directing the work of others, establishing priorities, and achieving organizational goals.
• Experience developing managing and monitoring program budgets, including experience with multi-year funding cycles and forecasting future funding needs
• Experience working directly with Missing and Murdered Indigenous Relatives (MMIR), Missing and Murdered Indigenous Women (MMIW), human trafficking, violent crime, victim services, missing persons, Indigenous justice initiatives, or related public safety programs.
• Experience working with and developing alliances with Tribal Nations or Indigenous communities and demonstrated knowledge of Tribal sovereignty, treaty rights, government-to-government relationships, and a direct connection to Minnesota Tribal Nations' history and culture.
• Proficiency in criminal investigations, multidisciplinary case review processes, or the criminal justice system as it relates to Missing and Murdered Indigenous Relatives (MMIR).
• Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications

• Experience working within or in partnership with Tribal governments, Tribal justice systems, Tribal law enforcement, or Tribal victim services programs.
• Experience working within or in partnership with state and local governments, state and local justice systems, state and local law enforcement, and state and local victim services programs.
• Experience facilitating multidisciplinary case review teams or cross-jurisdictional collaborations involving Tribal, federal, state, and local partners.
• Demonstrated experience with responsive support of a council or board.
• Experience with Minnesota's state biennial budget process, including developing budget proposals, tracking appropriations, and managing programs through budget cycle.
• Experience navigating government structures, including the relationships between executive, legislative, and judicial branches and how policy, funding, and program authority interact.
• Experience providing testimony, policy recommendations, or briefing materials to executive, Tribal government, or state legislative audiences.

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
