Help

This Staff Assistant position is located in Personnel Security Section (PSS), Chief Security Office (CSO), Security and Operations Management (SOM), Law Enforcement (LE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

  • Monitors and tracks administrative actions and reports for completeness and responsiveness to ensure commitments and milestones are met and any delinquencies are brought to the attention of the supervisor.
  • Prepares written responses to inquiries and develops standard operating procedures, memoranda, analytical reports and other correspondence.
  • Reviews all management directives received for the Chief's concurrence to ensure compliance with the Personnel Security Section policies and procedures. Monitors, evaluates, and ensures the effectiveness of the Section.
  • Maintains the staffing roster and performs human resource administrative functions for the Personnel Security Section.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the following:
  • Experience: One year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as

    • Applying policies or procedures affecting administrative functions in at least two (2) of the following areas: (1) human resources, (2) time and attendance, (3) facilities management, (4) property management, (5) logistics, and (6) administrative security.
OR
  • Education: Possess a Ph.D. or equivalent doctoral degree in a field directly related to this position; OR three full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
OR
  • Combination of education and experience: Combination of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
To qualify for the SV-H Pay Band (equivalent to GS-12), your application must clearly outline one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position being filled. Such specialized experience is defined as:
  • Advising others on policies or procedures affecting administrative functions in at least three (3) of the following areas: (1) human resources, (2) time and attendance, (3) facilities management, (4) property management, (5) logistics, and (6) administrative security.; and
  • Recommending process improvements to address reoccurring problems; and
  • Managing or advising on automated travel systems.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses from an accredited college or university, which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. Eligibility to apply for other Federal positions: TSA is an Excepted Service agency exempt from most of Title 5 United States Code, including regulations which apply to displaced Federal employees (CTAP/ICTAP) of other agencies, and employment with TSA does not confer "Competitive Status" that generally results from selection and service in Competitive Service agencies. Employees who transfer to TSA from an agency that allows employees to maintain an annual leave balance higher than the maximum accumulation for the appointed position will have their leave ceiling set to the maximum accumulation for the appointed position (e.g., United States duty location - 240 hours, foreign duty location - 360 hours, or TSES position - 720 hours). TSA will not make a monetary payment for any leave forfeited under these circumstances.
