HUMAN RESOURCES/PUBLIC RECORDS ASSISTANT

UNREPRESENTED CLASSIFIED POSITION

8-hour day/260 days

 

 

POSITION SUMMARY

Supports the District’s Human Resources Department and Public Records Officer (PRO) with the operations of the Human Resources department and with public records requests and public disclosure functions.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Assists with new hire paperwork and orientation, including compensation determination.
  • Process paperwork for new hires.
  • Maintain employee personnel files.
  • Assists with the completion of various state reporting requirements, including but not limited to: S-275, EEOC, benefits, CRDC, and new hiring reporting.
  • Process employee benefit information and changes.
  • Works collaboratively with the Director of Human Resources and the Human Resources Secretary to ensure the day-to-day operations of the department run smoothly.

· Administers the District public records request tracking system and assists with questions about using the system.

· Coordinates, assigns, and tracks incoming public records requests received, as defined by the County intake procedure.

· Enters all relevant data of public records requests into the public records request tracking system; sets up, manages and maintains all related request logging and tracking systems (email, spreadsheets, databases, and data storage areas).

· Corresponds with requestors, in accordance with The Public Records Act, RCW 42.56 to acknowledge requests, to clarify unclear requests, provide responsive records, and to direct requestors when applicable to internal information resources or external web-based information.

· Monitors response due dates to ensure that mandated response deadlines are met.

· Receives, logs, monitors, provides and files requested records for incoming records requests.

· Coordinates communications with requestors and the Public Records Officer as needed.

· Runs standard reports as scheduled and produces data extracts for analysis upon request of the Public Records Officer.

· Helps coordinate public disclosure request record retention classifications and schedules.

· Performs other related duties as assigned.

PROFESSIONAL QUALIFICATIONS

· Bachelor’s degree in human resources, public administration or related field, one year of experience processing public disclosure requests or as a paralegal; OR any equivalent combination of training or experience that provides the required knowledge and abilities.

· Ability to develop and maintain strong, productive relationships with other employees, parents, and students where everyone is treated with dignity and respect

· Maintain appropriate levels of confidentiality in all matters pertaining to students, parents, staff, and district programs.

 

 

KNOWLEDGE OF:

· Benefits programs including: SEBB, FMLA, PFML, and DRS

· The Public Records Act (RCW 42.56)

· Principles and practices of public records disclosure

· Federal, state and local laws, rules and regulations related to public records disclosure

· Legal terminology

· Electronic records management

WORKING ENVIRONMENT:

The usual and customary methods of performing the job’s functions require the following conditions:

Significant: talking, hearing

Frequent: standing, walking, sitting, vision, driving, handling paperwork, kneeling, squatting, crawling, reaching above the shoulder, lifting up to 10 pounds, carrying, pushing/pulling, repetitive motion, use of personal computer/phone, looking at computer monitor, ability to adjust focus, moderate noise levels. 

Occasional: climbing, use of fax machine/copy machine/calculator, peripheral/depth perception, exposure to toxic chemicals/fumes, electrical shock risk, very quiet noise levels. 

 

SUPERVISION:

The employee reports to the Public Records Officer or his/her designee as assigned. Work is performed with considerable independence and is reviewed through status reports and meetings
