Job Description The Business Operations and Procurement Program Manager manages end-to-end procurement, vendor onboarding, application governance, and financial operations for a business unit within a large enterprise. This role supports a designated Vice President and coordinates between business stakeholders and corporate governance functions to ensure hardware, software, and service acquisitions comply with enterprise policies and regulatory requirements. The role requires experience operating in complex approval environments and strong organizational, financial, and stakeholder management skills. Responsibilities: Manage procurement for software, hardware, SaaS platforms, consulting services, and support agreements. Coordinate new vendor onboarding and supplier qualification requirements. Facilitate contract execution and purchase approvals with Procurement, Finance, Legal, and stakeholders. Manage purchase order creation, maintenance, renewals, closures, and change requests. Track vendor performance, contract milestones, and renewal schedules. Ensure supplier documentation and compliance requirements align with corporate policies. Coordinate supplier risk assessments and governance reviews. Maintain and administer the business unit budget tracker and financial reporting. Monitor spending against budgets, reconcile invoices to POs, contracts, and SOWs, and ensure timely payment. Track committed versus actual spend, identify variances, and support planning and forecasting. Serve as business owner coordinator for enterprise application onboarding and compliance activities. Coordinate approvals with SPM, Cybersecurity Evaluation, AI Governance, Supplier Anti-Corruption, Supplier Onboarding, DPIA, IGA, Global Trade, Open-Source Review, WAPR, ARB, Enterprise Architecture, Information Security, and Legal and Privacy. Act as central point of contact, drive projects through multi-step approvals, and facilitate meetings and executive reporting. Monitor approval cycles, remove roadblocks, and maintain audit-ready documentation. Develop process documentation, workflows, and operating procedures. Support the Vice President and leadership team with application onboarding, compliance reviews, procurement approvals, and vendor engagements. Required Skills & Qualifications: Bachelor's degree in Business Administration, Finance, Operations, Information Systems, Supply Chain, or related field, or equivalent experience. 5+ years in procurement, contract administration, vendor onboarding, or business operations in a large enterprise. Experience supporting organizations with 50,000+ employees. Background managing software, hardware, SaaS, consulting, and professional services purchases. Cross-functional coordination with Finance, Procurement, Legal, Security, and Compliance teams. Knowledge of purchase orders, renewals, invoicing, budgeting, and financial controls. Strong project and stakeholder management with clear communication skills. Advanced Microsoft Excel, PowerPoint, and reporting proficiency. Preferred Skills: Experience in regulated corporate environments. Familiarity with Ariba, Coupa, SAP, Oracle, ServiceNow, or similar procurement platforms. Experience with enterprise application onboarding and governance. Understanding of cybersecurity, privacy, information governance, and trade compliance processes. Knowledge of software licensing, SaaS agreements, and technology procurement practices. PMP, Certified Purchasing Professional, or related certification preferred. Why BCforward?
