Duties Help If selected for this position, you will serve as the Supervisory Human Resources Specialist in the Personnel Operations Unit (POU), Human Resources Section (HRS) of the Administrative Division (AD) by planning, developing, and implementing policies and procedures governing recruitment, selection, placement, merit promotion, classification and position management, reduction-in-force, employee benefits, affirmative action, personnel processing, NFC and personnel payroll system, management of official personnel records, Delegated Examining Unit (DEU) authority, and special programs in the United States Attorney's Office, District of Columbia. Typical Work Assignments Will Include Provides advice and assistance to supervisors and hiring managers on recruitment and placement authorities and strategies. Advises and assists supervisors and employees in regards to merit promotion, affirmative action and employee benefits. Advises staff regarding performance requirements, evaluates performance and identifies developmental/training needs. Oversees and supervises the recruitment and staffing process by ensuring recruitment, qualification, eligibility and veteran preference determinations and appointments are appropriately and accurately utilized. Oversees and manages personnel action processing to ensure accuracy and timeliness of processing. Responsibilities will increase and assignments will become more complex as your training and experience progress. Qualifications MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: To Qualify At The GS-13 Level, You Must Possess Specialized Experience: At least one year of specialized experience equivalent to the GS-12 level in the Federal Service (obtained in either the public or private sectors) performing at least (4) out of (6) of the following duties: Leading or supervising human resources staff by assigning and reviewing work, establishing priorities and deadlines, and ensuring the quality and timely completion of services; Advising management on federal recruitment, hiring, placement, merit promotion, classification, and position management requirements; Planning and directing the processing of personnel actions and maintenance of official personnel records; Overseeing hiring actions to ensure recruitment procedures, qualifications, eligibility, veterans' preference, and appointment determinations are correct; Resolving staffing or classification issues; Developing or improving human resources operating procedures. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. TIME-IN-GRADE REQUIREMENTS You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases). Education This job does not have an education qualification requirement. Background Investigation: To ensure the accomplishment of its mission, the Department of Justice requires each and every employee to be reliable and trustworthy.
