Water Quality Specialist

Under general supervision, performs technical tasks to implement and administer the City’s water quality monitoring plan and cross-connection control plan, conduct field inspections to ensure compliance with regulations related to backflow, cross-connection prevention, and water quality, perform laboratory analysis, and perform related duties as assigned. Distinguishing Characteristics This journey level classification is responsible for maintaining records, submitting reports to regulatory agencies, and assisting water operations and Public Works staff in maintaining water quality standards. Responsibilities Oversee water sampling programs and monitor results to ensure compliance with regulatory agencies. Collect bacteriological samples at distribution system stations, collect water samples at all City sources including reservoirs and import connections, and compile and report monitoring data to regulatory agencies. Review test sample results, produce public reports, and interpret and implement changes in state and federal water regulations. Review and update the City’s Title 22 Drinking Water Quality Plan. Assist with preparation of water quality reports and conservation efforts. Oversee the City’s cross‑connection program, coordinate control activities and inspections for unauthorized cross connections, and address potential inter‑connections. Coordinate water production and cross‑connection activities with other divisions, outside agencies, and organizations. Review construction plans for compliance with cross‑connection regulations and issue shutdown orders for non‑compliance. Drive a City vehicle on business and travel to off‑site locations within and outside the City. Perform related duties as assigned. Qualifications Experience: Two (2) years of experience in water systems. Preferred experience in water quality or in coordinating and administering a cross‑connection program. Education: Associate’s degree in chemistry, biology, natural science, or related field, or two (2) years of experience in water systems to supplement the degree. Licenses and Certificates: Valid Class C Driver’s License issued by the California Department of Motor Vehicles. AWWA Cross Connection Control Program Specialist Certificate. Grade 2 Water Treatment Operator Certificate issued by the California State Water Resources Control Board. Grade 2 Water Distribution Operator Certificate issued by the California State Water Resources Control Board. Backflow Prevention Device Tester Certification issued by the Orange County Health Care Agency or equivalent (must be acquired before one year of employment). Wellness Reimbursement: Up to $500 per fiscal year, paid on second pay in July. Bilingual Pay: $100 per month for eligible languages in addition to English. Tuition/Reimbursement: Employees eligible for tuition or certificate reimbursement per bargaining group. Holidays: Twelve designated holidays per year.
