Position Summary: The Specialist, Procurement, plans and implements activities related to the procurement of raw materials, goods and services. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations. Overall Summary Experienced professional with proficient knowledge of job area and practical knowledge of project management. May manage projects or processes with general supervision. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures. Recommends enhancements to systems and processes. Works to achieve operational targets for specific programs and projects with moderate impact on departmental results. Nature of Supervision Works under general supervision. May be responsible for entire projects or processes within job area. May be responsible for providing guidance, coaching and training to other employees within job area. May manage projects at this level with responsibility for the delegation of work and the review of others' work product. Communication & Influence Communicates with contacts within and outside of own department and may occasionally have responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.). Explains and interprets processes and procedures to others within and outside the job area. May work to justify and gain cooperation regarding processes, practices and procedures. Organization Impact Works to achieve operational targets with moderate impact on departmental results. Contributes to the completion of specific programs and projects. Exerts some influence on the overall objectives of the project. Education & Experience Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience. Experience purchasing machined parts, electronic components, PCBAs, raw materials, or specialized manufacturing services. Strategic sourcing and supplier development. Cost analysis and price negotiation. APICS (ASCM) or ISM Certified Professional in Supply Management (CPSM) certification. Experience with ERP systems such as Deltek Costpoint, SAP, Oracle, or Microsoft Dynamics. Experience working with and managing vendors, expediting purchase orders, following up on passed due purchase orders. May have practical knowledge of project management. Experience in defense, ITAR and Export Administration Regulations (EAR) plus. Cross-functional collaboration. Problem solving and decision making. Time management, prioritization and strong attention to detail. The ability to obtain and maintain a future Security Clearance is required for the role. Eligibility requires U.S. Citizenship.
