Vehicle Emission Compliance Inspector

The Illinois Environmental Protection Agency (EPA), Bureau of Air (BOA), Vehicle Inspection and Maintenance (VIM), Compliance, Des Plaines Regional Office is seeking to hire a Vehicle Emission Compliance Inspector. This position audits the performance of vehicle emissions inspections required by the Vehicle Emissions Inspection Law as well as related contractual services provided by a contractor for adherence to applicable laws, regulations, and vehicle emissions testing contract. The ideal candidate must be capable of communicating effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions:

• Serves as a Vehicle Emissions Compliance Inspector for the Vehicle Inspection and Maintenance (VIM), Field Operations, Illinois Environmental Protection Agency (IEPA): Conducts compliance reviews of contractor provided services.
• Responds to inquiries from contractor staff, Agency staff, motorists, and the general public concerning operation of the Illinois vehicle emissions testing program.
• Utilizes established Agency guidelines for emissions standards and Acceptance Test Procedures.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

• Requires knowledge, skill and mental development equivalent to high school with one year of work experience involving motor vehicle sales representative, auto emission tester, motor vehicle repair, quality assurance inspector or inspectors in the motor vehicle industry.

Preferred Qualifications:

• Prefers good hearing and verbal communication skills.
• Prefers ability to tolerate elevated levels of auto emissions which may be a potential hazard to those subject to or affected by heart/or lung disorders.
• Prefers ability to learn and to apply working knowledge of the vehicle emission standards and pertinent requirements of state and federal law.
• Prefers ability to learn and to apply elementary knowledge of terminology used in repair trade and working knowledge of repair costs.
• Prefers ability to recognize by sight the various emission components and to verify the repairs completed when checking component replacements.
• Prefers the ability to explain test results in general terms.
• Prefers the ability to explain statutory grievance process to affected motorists.
• Prefers the ability to work with the public under stress conditions.
• Prefers the ability to use extensive interpersonal relations skills.
• Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software.
• Prefers ability to work independently.
• Prefers minimum one year work experience in training or mentoring others in reviewing vehicle emissions testing and compliance.

Conditions of Employment:

• Requires a valid and current appropriate drivers license.
• Requires the ability to travel in performance of duties, with overnight stays as appropriate.
• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
• Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
• Requires the ability to remain standing for extended periods of time.
• Requires the ability to pass a name-based background check.
