Subcontract Manager

Position Title: Supply Chain Manager Subcontract manager Location: Tacoma Department: Operations Reports to: Site Leader / Vice President Operations The Supply Chain Manager is responsible for developing and managing the sourcing, procurement, and supplier management strategy for Vulcan Metals' finished steel casting products. The role ensures a reliable supply of machined castings and related services from external suppliers while supporting production schedules, cost control, and quality expectations. This position works closely with operations, engineering, quality, and finance to manage supplier relationships and optimize the flow of materials and subcontract machining services across suppliers located in Washington State, California, Utah, Texas, and British Columbia. The role also ensures procurement and supplier management activities comply with applicable FAR, DFARS, and defense contract flow-down requirements associated with U.S. Department of Defense programs. Primary Responsibilities and Accountabilities: Develop and implement sourcing strategies for subcontract machining, raw castings, and related manufacturing services. Manage supplier relationships for subcontract machining providers located in Washington, California, Utah, Texas, and British Columbia. Negotiate pricing, contracts, and long-term agreements with suppliers to support cost competitiveness and supply reliability. Coordinate closely with production planning to ensure timely delivery of machined castings and components to meet customer schedules. Monitor supplier delivery performance, capacity, and lead times to prevent production disruptions. Collaborate with Supplier Quality, Engineering, and Operations teams to resolve supplier performance issues and drive continuous improvement. Support new product introductions by identifying capable suppliers and coordinating supplier qualification efforts. Develop contingency sourcing strategies to mitigate supply chain disruptions, capacity shortages, or geopolitical risks. Maintain purchasing documentation, supplier performance metrics, and reporting for leadership review. Ensure procurement activities comply with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements. Manage the flow-down of mandatory FAR and DFARS clauses to subcontractors and suppliers through purchase orders and subcontract agreements. Administer supplier agreements and subcontracts supporting Department of Defense programs. Coordinate with Quality, Engineering, and Compliance teams to ensure suppliers meet requirements for material traceability, certifications, testing, and documentation. Maintain documentation supporting contract compliance and supplier certifications to ensure audit readiness. Support internal and external audits related to defense programs, including customer and government compliance reviews. Ensure suppliers understand and comply with applicable technical data protection, export control, and cybersecurity requirements associated with defense contracts. Manage supplier performance relative to contractual deliverables, schedule adherence, and documentation requirements for defense programs. Qualifications: Bachelor's degree in Supply Chain Management, Business or related field preferred. Minimum of 7–10 years of experience in supply chain, procurement within manufacturing. Experience working with machined components, metal castings, or manufacturing preferred. Experience supporting Department of Defense or defense-related manufacturing programs. Familiarity with FAR / DFARS regulations and contract flow-down requirements. Strong negotiation, supplier management, and contract administration skills. Working knowledge of machining, fabrication, and metalworking processes highly desirable.
