YOUTH RESIDENTIAL PROGRAM MANAGER

Elevated Impact Youth Collective

Tacoma, WA

Full-Time | $26–$33/hour

Primary Schedule: Monday–Friday

ABOUT EIYC

Elevated Impact Youth Collective (EIYC) is preparing to open a Washington-licensed residential group care program in Tacoma serving girls, including youth who may have experienced trauma, behavioral challenges, instability, or commercial sexual exploitation/sex trafficking.

We are seeking an experienced Youth Residential Program Manager to help lead our founding Tacoma team.

POSITION SUMMARY

The Program Manager oversees the day-to-day operations of the residential program, supervises staff, supports regulatory compliance, and ensures youth receive safe, consistent, trauma-informed care.

KEY RESPONSIBILITIES

• Oversee daily residential program operations

• Supervise Care Coordinators and Direct Care Staff

• Maintain compliance with applicable WAC and DCYF requirements

• Maintain readiness for licensing visits and inspections

• Monitor staffing, employee training, and required documentation

• Review youth files, shift notes, incident reports, and behavioral documentation

• Oversee implementation of individual youth service plans

• Participate in Child and Family Team meetings and case planning

• Communicate with DCYF caseworkers, schools, providers, and other members of the youth’s team

• Participate in referral and admission reviews

• Monitor changes in youth needs and advocate for additional services, supervision, or resources when appropriate

• Ensure required safety procedures, emergency drills, and documentation are completed

• Support staff onboarding, coaching, and development

REQUIRED QUALIFICATIONS

Applicants must meet  all of the following requirements to be considered for the Program Manager position:

• Completed  bachelor's degree from an accredited college or university. Degree verification will be required.
• At least  one year of full-time professional experience that is applicable or transferable to the demographic of children and youth EIYC–Tacoma will serve.
• Demonstrated  supervisory experience as part of the applicant's qualifying professional experience.
• Experience must be clearly documented through identifiable employment positions, organizations, dates, responsibilities, and supervisory duties.
• Ability to supervise Care Coordinators and Direct Care Staff and oversee the day-to-day operation of a youth residential program.
• Ability to oversee staff training, youth documentation, service-plan implementation, incident follow-up, and compliance with organizational and regulatory requirements.
• Ability to work effectively with youth who may have experienced trauma, behavioral challenges, instability, exploitation, or other circumstances requiring structured residential support.
• Ability to successfully complete all EIYC and Washington State DCYF background, qualification-verification, and training requirements.

Volunteer, mentorship, ministry, lived, or community-based experience may be considered when applicable, but applicants must be able to clearly identify and verify the organization, dates, time commitment, population served, and responsibilities associated with that experience. Such experience does not automatically satisfy EIYC or DCYF Program Manager qualification requirements.

STRONGLY PREFERRED EXPERIENCE

Competitive candidates will have professional experience in one or more of the following:

• Youth residential or group care
• Washington State DCYF programs
• Behavior Rehabilitation Services (BRS)
• Child welfare
• Behavioral health
• Adolescent girls
• Trauma-informed residential care
• Commercial sexual exploitation/sex trafficking
• Child and Family Team meetings
• Youth case coordination
• Crisis intervention and de-escalation
• Supervising residential, behavioral-health, social-service, or youth-care staff
• Managing a licensed or regulated human-services program
• Advocating for enhanced supervision, individualized services, or additional resources for youth

SCHEDULE

Full-time, primarily Monday–Friday. Occasional evening, weekend, emergency, or on-call availability may be required. This position is not expected to work seven days per week.

BACKGROUND CHECKS

Employment is contingent upon successful completion of TWO separate background screening requirements:

• EIYC’s independent employment background check

• Washington State/DCYF-required background authorization and clearance

Both are required.

TRAINING

Employees must successfully complete all EIYC and DCYF-required orientation, preservice, safety, and ongoing training applicable to their position, including required First Aid/CPR and other mandated training.

EMPLOYMENT CONTINGENCY

EIYC–Tacoma is currently in its licensing/startup phase. Candidates may be selected and receive conditional offers before the facility opens.

Final employment/start date is contingent upon required background clearances, qualification verification, completion of required training, and EIYC–Tacoma’s licensing and operational readiness.

PAY

$26–$33 per hour, depending on qualifications and experience.
