Human Resources Specialist

Job Summary TCS is seeking an outgoing and organized HR and Administrative Associate to be the friendly, reliable face of TCS for more than 50 employees supporting NSWC Crane. This is an entry or associate level role working directly with our HR Director on human resources and back-office administration. You will be the first person our employees call, the person who welcomes new hires and gets them onboarded, badged and ready to work, and the person who checks in with our teams at their work sites to see how they are doing. You will keep personnel, training and access records accurate, help with recruiting and community outreach, and route anything that needs a decision to the HR Director or Program Manager quickly. The successful candidate genuinely enjoys people, is comfortable walking up to someone they have not met, keeps many small deadlines straight, handles confidential information with care, and follows through without being asked twice. This role is a strong start to a career in human resources, with room to grow as TCS grows. Essential Functions Employee Support Serve as the front-line point of contact for employees. Monitor the shared employee phone and text line throughout the workday and respond promptly to time-sensitive needs. Answer routine questions about benefits, time off and company policies, and route HR, security, safety, contract and performance matters to the HR Director or Program Manager. Make routine in-person and phone check-ins with employees at customer work locations to see how they are doing and surface problems early. Bring work issues to the Program Manager and personal or HR issues to the HR Director. Welcome new employees on site and coordinate their first-day integration. Follow up in person with employees on missing timesheets and monthly status report inputs. Maintain the shared calendar of employee leave, telework and travel. Onboarding, Offboarding and Access Coordinate onboarding and offboarding from offer acceptance through the last day, including pre-employment requirements, drug screens and physicals, required documentation, benefits enrollment paperwork, system and customer access, and employee communications. Complete in-person I-9 document inspection within required timeframes and witness required security forms. Coordinate clearance and access actions with employees, TCS Security, customers and external support organizations, including fingerprints, CACs, badges, facility access, SAARs and visit requests. Recover company and customer property, badges and access at separation. HR Administration Maintain personnel files and employee records in ADP accurately and confidentially. Maintain employee training, certification, medical-readiness and access records and the compliance tracker. Track renewal dates (for example, forklift certifications and DOT physicals every two years), review them weekly, and flag anything within 30, 60 or 90 days of expiration. Support benefits enrollment, open enrollment and employee benefits questions under the direction of the HR Director. Prepare routine HR letters, forms and reports for HR Director review. Maintain onboarding checklists, templates and other HR procedures, and recommend improvements. Support HR administration for TCS affiliates as assigned. Recruiting, Outreach and Communications Schedule interviews and manage candidate logistics and communications in coordination with the TCS talent acquisition team. Represent TCS at career fairs and community events, and build relationships with local universities, colleges, workforce resources and veteran organizations to support our hiring. Manage the company’s Facebook and LinkedIn pages, including hiring announcements, employee recognition and community news, in line with company guidelines on customer and contract information. Help plan employee recognition and team events. Office and Administrative Support Keep the Bedford office running: mail, supplies, equipment and visitors. Provide general administrative support to the HR Director and Program Manager. Cross-train with teammates so every recurring function has a trained backup during leave and absences. Experience and Skills High school diploma or equivalent required. Associate’s or bachelor’s degree in human resources, business, communications or a related field preferred, or progress toward one. Zero to two years of experience in human resources, office administration, customer service, hospitality, events, recruiting or another people-facing role. Internships, campus leadership and volunteer roles count. Very personable: warm, outgoing and at ease starting conversations with people you have not met, in person and by phone. Organized, with strong follow-through on many small tasks and deadlines. Careful attention to detail with forms, records and dates. Discretion with confidential personnel and security information. Working knowledge of Microsoft Outlook, Word, Excel and Teams, and willingness to learn ADP and other business systems. Comfortable creating social media content and representing the company at events. Interest in building a career in human resources; HR coursework or a certification such as the aPHR is a plus. Willingness to learn and use approved AI tools within the restrictions that apply to government contract work. Valid driver’s license and reliable transportation for local visits to employee work locations. Schedule and Availability Full time, on site at the TCS office in Bedford, Monday through Friday. Routine local visits to employee work locations at NSWC Crane. Occasional early starts or later hours for onboarding, career fairs or company events. Success in This Role Within 90 days, independently runs onboarding and offboarding, access coordination and the training compliance tracker. Knows our employees by name and hears about problems before they reach leadership, routing them to the right person the same day. Keeps personnel and compliance records complete and accurate. Keeps a regular posting schedule on our social media and has active relationships with local schools and workforce resources supporting our hiring. Takes load off the HR Director and steps in when a teammate is out. Travel Minimal. Routine local travel to employee work locations and occasional local community and recruiting events. Overnight travel is not expected.
