Enterprise Data Governance Consultant / Project ManagerLocation: Nashville, Tennessee (Hybrid) Duration: 8 Months ContractPosition Summary: Our Client is seeking an Enterprise Data Governance Consultant to support the expansion of enterprise data governance services, AI data preparation, training, communications, stakeholder engagement, and agency implementation support. The ideal candidate will have strong experience in public-sector facilitation, AI governance, change management, training, communications, and data governance implementation. This role will translate governance concepts into practical agency actions, including data strategy development, governance meeting facilitation, stakeholder engagement, maturity assessments, implementation planning, training delivery, and program communications.Responsibilities:Support agencies in incorporating responsible AI, privacy, security, risk, and compliance considerations into data governance practices.Promote awareness of responsible AI principles, including ethical, transparent, explainable, accountable, and human-reviewed use of data and AI-enabled systems.Document AI-related data use cases, data sources, stewardship responsibilities, governance checkpoints, risks, issues, policy exceptions, remediation activities, and audit evidence.Coordinate with privacy, security, legal, records, and compliance stakeholders regarding sensitive, confidential, regulated, and high-risk data.Support data classification, access management, data minimisation, authorised use, retention, secure data sharing, and applicable regulatory safeguards.Assist agencies with data governance strategies, charters, roadmaps, operating models, stakeholder maps, maturity assessments, and implementation plans.Define governance scope, data ownership, stewardship roles, responsibilities, decision rights, and stakeholder engagement processes.Identify business needs, data pain points, data quality risks, and opportunities to improve data sharing and reuse.Translate technical data governance concepts into clear guidance for executives, business teams, data stewards, and operational stakeholders.Help agencies develop governance artifacts including RACI charts, business glossaries, data dictionaries, data inventories, issue logs, stewardship plans, policy/procedure mappings, and governance roadmaps.Document data domains, owners, stewards, business definitions, data flows, quality rules, risks, controls, metrics, metadata, classifications, and lineage.Support governance metrics and maturity indicators to measure progress and demonstrate business value.Plan, facilitate, and document data governance meetings, workshops, steering committee sessions, and stewardship working groups.Prepare agendas, meeting materials, decision logs, action-item trackers, issue logs, and executive-ready summaries.Facilitate cross-functional discussions involving business leaders, technology teams, data owners, data stewards, privacy, security, legal, compliance, and executive stakeholders.Develop and execute stakeholder engagement, organisational change management, and adoption plans.Create communications including executive briefings, talking points, newsletters, FAQs, intranet content, presentations, one-page summaries, and adoption messaging.Develop training plans, course outlines, instructor-led materials, self-service learning content, quick-reference guides, and role-based learning paths.Deliver training for data owners, data stewards, custodians, producers, consumers, and agency governance teams.Develop practical exercises covering data ownership, business glossaries, data quality, classification, sharing, metadata, and governance meeting practices.Track training feedback, attendance, adoption metrics, and continuous-improvement recommendations.Required Qualifications:Experience facilitating cross-functional meetings involving business, technology, privacy, security, legal, compliance, and executive stakeholders.Strong experience developing practical data governance strategies, implementation plans, training programs, communications, and adoption materials.Ability to translate complex data governance, data management, metadata, data quality, privacy, and AI governance concepts into plain language.Strong stakeholder engagement and relationship-building skills with the ability to guide groups toward decisions, documented actions, and measurable progress.Experience applying organisational change management practices to drive adoption of new roles, processes, responsibilities, and governance behaviours.Knowledge of data governance operating models, data ownership and stewardship, metadata, data catalogs, data quality, data lifecycle management, secure data sharing, and data risk management.Ability to develop business value cases for data governance initiatives.Ability to produce clear, professional, executive-ready documentation and communications.Ability to work independently while collaborating effectively with data governance leadership, analysts, and agency stakeholders.Preferred Qualifications:Experience supporting data governance, data management, enterprise information management, organisational change management, training, or stakeholder engagement programs.Experience working with state or local government, public-sector organisations, or other highly regulated environments.Familiarity with DAMA-DMBOK, data stewardship, metadata management, data quality management, data classification, data lifecycle management, and data governance maturity models.Familiarity with responsible AI and AI governance concepts, including the NIST AI Risk Management Framework.Experience developing and delivering workshops, presentations, training programs, job aids, communications, and adoption campaigns.Experience supporting governance councils, committees, working groups, or other cross-functional decision-making bodies.Experience with enterprise data catalogs, metadata platforms, business glossaries, data inventories, issue-tracking systems, collaboration tools, or knowledge-management platforms.Relevant certifications are desirable but not required, including CDMP, Prosci/Change Management, PMP, CISA, CIPM, or related credentials.Email
