Capital Improvement Project Manager

Overview The City of Woodinville (population ~14,000, growing rapidly) seeks a Capital Improvement Project Manager to support public works projects throughout the community. This full‑time position is located at City Hall and is part of the City’s Public Works Department. Position Purpose Assist the Public Works Director in managing the Capital Improvement Program Division and lead engineering staff on a wide range of high‑profile projects including streets, parks, utilities, and public facilities. Responsibilities Oversee construction of city infrastructure projects, inspect work, verify contract quantities, review progress, and approve payments, change orders, and punch lists. Coordinate selection and management of design consultants and contract staff while meeting schedule and budget objectives. Prepare and review design plans and field surveys for accuracy, constructability, and compliance with adopted standards and regulations. Manage all aspects of capital project development and construction, including acquisition of grant/funding and contracting. Prepare and present projects for the Capital Improvement Plan (CIP) and 6‑Year Transportation Improvement Program (TIP); recommend priorities to City Council and other commissions. Organize public meetings and outreach for design and construction projects. Track and report project performance, budgets, and grant compliance; work with Accounting on invoices and payments. Interact professionally with citizens, elected officials, and community leaders on sensitive issues. Perform duties as directed by the Public Works Director or Acting Director. Knowledge, Skills & Behaviors Professional engineering concepts and techniques. Municipal public works management principles. Project or program engineering methods for streets, parks, surface water, or other specialty areas. Design and field activities, budget preparation, negotiation, and contract management. Federal, state, and local regulations and grant applications. Strong written and verbal communication, analytical and mathematical skills. Proficiency with applicable software and data processing applications. Ability To Apply engineering and management concepts independently. Learn and follow City policies and procedures. Work proactively with diverse community groups. Inspect and supervise project work. Manage multiple complex projects with strict deadlines. Communicate clearly in oral and written form. Prepare complex reports and business correspondence. Use independent judgment and initiative. Minimum Qualifications Four‑year degree in Civil Engineering, Construction Management, or related field. Ten years of increasingly responsible engineering experience. Five years of supervisory experience with professional engineers. Preferred Qualifications Municipal or public‑sector capital improvement project management experience. Experience with construction project management, contract documents, and public procurement. Surface water engineering design and construction experience. Experience with large‑scale Capital Improvement Projects and grant administration. Licenses and Certification Washington State Professional Engineer (Civil) license required. Valid Washington State driver’s license or equivalent identification. Physical Requirements Work performed both indoors and outdoors; requires mobility, lifting, use of hands and fingers, and ability to handle weather and terrain conditions. May require travel outside the state. Compensation and Benefits Annual salary step #1: $139,828.00 – step #7: $176,925.00. The position is non‑overtimeable and non‑represented as a Capital Improvement Project Manager.
