DRE-SFST Program Manager/Statewide Coordinator

Description The State’s Drug Recognition Expert (DRE) and Standard Field Sobriety Testing (SFST) program coordinator will monitor the program, oversee curriculum preparation, staff hiring and supervision, and ensure compliance reporting with grant authority, MSC, university, and POST program guidelines. The coordinator is appointed by the Traffic and Highway Safety Division of MoDOT. Key Responsibilities Monitor the DRE and SFST program, oversee curriculum preparation, hire and supervise teaching staff, and complete required compliance reporting. Coordinate program activities for DRE, SFST, and Sobriety Checkpoint Supervisor Training, assist in grant preparation and funding submissions, and prepare monthly, quarterly, and annual training reports. Supervise consulting staff in program delivery to advance training levels for statewide law‑enforcement personnel. Maintain a statewide database of all DRE and SFST training. Ensure curriculum delivery for all training areas within grant and IACP DRE program requirements. Serve as a voting member on the DRE/SFST State Advisory Board. Monitor program budgets, new training technology, and program evaluations for continuous improvement. Assist in marketing plan development for the programs. Write and submit grants annually to secure continued funding. Supervisory Responsibilities Regular part‑time or full‑time employees: 3 Temporary and/or seasonal employees: 30 Student employees, including graduate assistants: 1 Budget Responsibilities Monitor budget: 25% Sign‑off authority up to $5,000 Typical Qualifications Education Bachelor’s degree in Criminal Justice, Safety, or related field required. Master’s degree in Criminal Justice, Safety, or related field preferred. Education may be substituted for experience or vice‑versa (AA = 2 years experience; BA/BS = 4 years; MA/MS = 6 years; PhD = 8 years). Experience Five years of law‑enforcement experience with DRE evaluations (preferred) and DWI arrest experience. Three years in a traffic‑safety related occupation, including instruction or program development. Two years administrative experience in grant operations, writing, and reporting. Two years experience in data management. Designing, developing, and implementing instructional programs preferred. Licenses and Certifications Instructor or teaching certification (40‑hour instructor development course meets requirement) with minimum three years of experience. Drug Recognition Expert certification. Physical/Environmental Factors Exposure to fumes and/or chemicals. Lifting up to 80 lbs for transporting training and teaching equipment.
