Senior Business Analyst

Job Summary:

The Senior Business Analyst - Expert for the NC Crash Reporting Information System project will lead comprehensive business analysis efforts from concept through implementation. This role involves gathering and managing requirements, test planning and execution oversight, developing key project deliverables, and providing project management support. The analyst will work closely with stakeholders to ensure successful system deployment and change management within the North Carolina Department of Transportation environment. Responsibilities:

• Manage business analysis tasks and projects with clear deliverables.
• Identify and document business processes, issues, value levers, metrics, and capabilities.
• Collect, organize, and analyze relevant data to support decision-making.
• Complete analysis and documentation of current (as-is) capabilities.
• Conduct interviews to gather detailed business requirements.
• Perform industry, competitive, and state-level strategic, financial, and operational analyses.
• Develop business cases and conduct market research for benchmarking.
• Support system go-live activities including data conversion, support desk, site support, training delivery, and logistics management.
• Assist with change management and communication programs.
• Perform PMO-related activities such as project time tracking, work plan updates, status and service metric reporting, and project administration.
• Report onsite on the first day to collect equipment.

Required Skills & Certifications:

• Minimum 7 years of experience in Business Analysis.
• Expertise in Requirements Management with at least 7 years of experience.
• Proficient in Test Planning and Test Execution Management for 7 years.
• Strong skills in Business Process Modeling with 7 years of experience.
• Must currently reside in North Carolina and be able to work onsite on the first day.

Preferred Skills & Certifications:

• IIBA Certified Business Analysis Professional (CBAP) or PMP-PBA certification preferred with at least 2 years of experience.

Special Considerations:

• Candidate must be located in the Triangle region of North Carolina.
• Onsite presence required on the first day to collect equipment.
• Absences greater than two weeks require prior approval and must provide reachable contact information.
• The client reserves the right to dismiss the candidate if they do not return by the agreed date after an approved absence.
• No outsourcing of work to other countries is anticipated or permitted without agency notification.

Scheduling:

• Full-time position from September 7, 2026, through April 16, 2027.
• Remote work is allowed except for the first day onsite equipment collection.
• Work schedule to comply with project requirements and client policies, including adherence to approved absence protocols.
