Under administrative direction, coordinate and implement projects/activities in the areas of HUD CDBG, HOME, and Housing Asset Fund low/moderate housing programs. Essential Job Functions
Essential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification. When a position is filled, the essential functions will be noted in the announcement of position availability. Management reserves the right to add, modify, change, or rescind work assignments as needed.)
Formulate, organize, and direct programs/projects in the areas of housing; establish objectives, priorities and schedules to achieve maximum efficiency in completing assigned projects/programs; establish and maintain effective communications with groups, organizations, agencies and individuals in the execution of housing programs; coordinate efforts of applicable City departments involved in the planning and implementation of housing projects; coordinate, monitor and evaluate projects/program activities; prepare agenda memorandums and reports for the City Council; screen program applicants for eligibility; monitor, evaluate and make recommendations regarding projects in progress; act as liaison between property owners and contractors; prepare and disseminates monthly status reports and program information; assist in the development and monitor the administration of division operating, program, and project budget(s); assist in the preparation of the Consolidated Plan, Annual Action Plan and CAPER; enter information into HUD's Integrated Disbursement Information System (IDIS); develop strategies and effectively promote programs to the community; may conduct research, studies, surveys and produce reports recommending appropriate courses of action; may provide guidance to other staff; respond to complaints and requests for information; may be required to attend evening meetings/weekend events; and perform other related duties as required. To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Education and/or Experience:
Graduation from an accredited four-year college or university with a Bachelor's in Public or Business Administration, Economics, Finance, Urban Planning or a closely related field and two (2) years of work experience for a municipal agency related to implementation of federal and state housing programs. (Additional experience may substitute for the required education on a year for year basis.) Fluency in Spanish, Mandarin, Cantonese or Vietnamese is desirable.
Knowledge of:
Federal, state and local housing laws and policies, Community Development Block Grant (CDBG) and HOME programs and plan preparation; HUD's Integrated Disbursement Information System (IDIS); principles, procedures and regulations governing low/moderate housing programs; government land use; organization, municipal administration, and program budgeting; financing programs and regulations for CDBG and HOME funds for housing rehabilitation and new housing development; report writing; contract administration.
Ability to:
Design and implement housing rehabilitation and new construction programs and projects; communicate clearly, concisely and persuasively, both orally and in writing; establish and maintain effective working relationships with City employees, outside agencies, business community and the public; act as liaison between property owners and contractors; screen program applicants for eligibility; prepare accurate reports and correspondence; interpret and explain state and federal housing regulations; perform professional housing work with minimal supervision; and conduct work in a safe manner in accordance with established policies. Possession of a valid California driver's license is required.
Physical Demands: Ability to lift up to 25 pounds and get from one location to another in the course of doing business including climbing stairs, stooping, and bending.
Work Environment: Employee generally works indoors. Environment is generally clean with limited exposure to conditions such as dust, fumes, or odors. Employee may travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public.
