Indian Health Council, Inc. (IHC) a tribal healthcare organization established in 1970, provides a full spectrum of onsite and outreach services to the North San Diego County reservations of Inaja-Cosmit, La Jolla, Los Coyotes, Mesa Grande, Pala, Pauma, Rincon, San Pasqual, and Santa Ysabel.
We are looking for a compassionate, professional, and culturally sensitive Substance Abuse Counselor to provide counseling services to our patients.
Position: Substance Abuse Counselor
Reports To: Behavioral Health Director
FLSA Status: Non-Exempt
Position Function: Clinical
Classification: Regular, Full-time, 40 hours/week
Schedule: Monday – Friday 1.0 FTE
Location: 50100 Golsh Road, Valley Center, CA 92082
Summary:
The Substance Abuse Counselor is responsible for providing direct services to our members of the Consortium Tribes. This position works under the direct supervision of the IHC's Behavioral Health Director.
Essential Duties and Responsibilities:
- Provides individual or group counseling in clients' school, office or other suitable setting.
- Performs necessary chemical dependency assessments; able to use assessments to identify level of care.
- Treatment plans will be developed and agreed upon by both client and clinician. Treatment plans may also include case management services.
- Provides individual chemical dependency counseling.
- Facilitates placement in a youth and adult treatment facility when necessary.
- Follows client progress through necessary case management.
- Facilitates needed referrals for clients to internal programs and outside agencies.
- Maintains continuous review of referrals to assure clients services in an efficient, expeditious and professional manner.
- Where assigned to a grant funded project will execute objectives as they are established by the grant.
- Provides community substance abuse prevention education or programs.
- Clinicians will collaborate with other IHC departments and outside agencies for the provision of treatment services.
- Participates in department development activities, conferences, seminars and workshops programs as directed.
- Assists with the development of department communication guidelines with agencies and schools.
- Maintains client case files in accordance with both HIPAA, IHC regulations and potential third-party payer.
- Participate in outreach activities.
- Other duties as assigned.
Supervisory Responsibilities:
This position has no supervisory responsibilities.
Travel & Driving Requirements:
Travel is not required for this position.
Driving is required for this position on occasion. Must be comfortable driving around our service area.
Education and/or Experience:
Minimum high school diploma or general education degree (GED)
3 years related work experience preferred.
Certificates, Licenses, Memberships and Regulations:
- Current CADAC or IAAC certification required.
- Completion of San Diego County training within first 3 months of hire date.
- A valid California driver's license and a good driving record will be required at the time of appointment and must be maintained throughout employment.
- Current CPR certification or attain within 6 months of hire.
- Applicants must successfully pass a pre-employment physical exam, tuberculin skin test or x-ray and urine drug screen test to include marijuana.
- Health must be adequate to perform all duties of the position.
- Must pass criminal background check.
Required Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of counseling techniques.
Knowledge of community resources and referral agencies.
Knowledge of group dynamics.
Skill in counseling.
Skill in interviewing and communicating to elicit information and cooperation from patients.
Ability to write reports, correctly reflect treatment and document patient's progress.
Technology Skills:
Must be proficient in the following:
- Productivity Software: Microsoft Office 365 (Email, Calendar, Word, Excel, Power Point), Teams (video conferencing and meetings), and Share Point.
- Databases: NextGen (or EPIC) electronic healthcare records.
- Utilization of Paycom, Relias Learning, and PolicyTech systems.
Indian Preference shall be given in accordance with IHC's Policies and Procedures.
