The City of Seattle is seeking a Deputy Division Director (Manager 3) for our Major Projects and Tenant Improvements capital delivery team. This position reports to the Capital Development Division Director of the Finance and Administrative Services Department (FAS), which owns and manages a 3.3 million square foot property portfolio of 125 buildings that support City of Seattle operations. The FAS building portfolio includes fire and police facilities, general government office buildings, and shops and maintenance yard campuses. FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet. The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions, like managing 120 City facilities—including police and fire stations—overseeing the City's neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts. No matter the need, FAS is here—at your service. This position: Leads a dynamic capital delivery team made up of project managers and a contracts administrator, Manages performance of a 6-year, $200-plus million capital portfolio, including tenant improvements, new buildings, and major building renovations, and Holds key client relationships with building tenants (in partnership with FAS’s Property Management team) and other City partners that use Capital Development Division services. Job Responsibilities Provide strategic oversight of capital project delivery, ensuring effective execution across planning, programming, design, permitting, procurement, construction, and closeout phases. Foster a team culture that emphasizes accountability, strong performance, collaboration, and psychological safety. Lead early project development by participating in site assessments and scoping with clients, preparing or reviewing project delivery proposals, and ensuring appropriate availability and allocation of project management resources. Oversee staff development and maintenance of project scope, schedules, budgets, and cash flow to ensure alignment with project goals and organizational standards. Offer guidance, mentoring, and performance management to project managers and professional staff, supporting their ongoing training, professional growth, and succession planning. Guide the team through internal and external changes, enhancing the Division’s resilience. Changes may include process improvements, adoption of new contracting mechanisms, or incorporation of updated permitting requirements. Advance City goals related to equity, accessibility, and sustainability by integrating these principles into capital planning, project delivery, team decision-making, and stakeholder engagement. Operate effectively in a fast-paced environment with competing and frequently changing priorities, while maintaining strong organizational skills and communicating clearly, concisely, and proactively with stakeholders and team members. Collaborate across FAS divisions—including Real Estate Services, Facility Operations and Property Management, Accounting & Budget Services, and Purchasing & Contracting. Participate in or lead City-wide initiatives such as maintaining City space standards, executive space governance committees, and the ADA Barrier Removal Program. Provide timely communication on project status, risks, and issues to the Capital Development Division Director and key stakeholders, maintaining both technical and administrative oversight of the capital portfolio. Communicate project scope, schedule, and budget updates effectively to clients and stakeholders, ensuring clarity and alignment throughout the project lifecycle. Monitor and report on capital portfolio cashflow performance to key stakeholders. Oversee and implement portfolio-level risk management strategies, identifying emerging risks, assessing potential impacts, and ensuring appropriate mitigation measures are developed and executed across all capital projects. Provide recommendations to the Capital Development Division Director on project-related matters and assist in responding to inquiries from senior leadership, the Accounting and Budget Services Division, the City Budget Office, and other departments. Foster a positive, respectful, and collaborative work environment by supporting creativity, addressing conflicts promptly, and encouraging open communication and compromise. Qualifications Minimum Qualifications Bachelor's degree in project or construction management, business or public administration, architecture, engineering, or closely related field of study; and Ten (10) years' experience in capital project delivery including project management, design management, or construction management. (Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.) The most successful candidates will possess the following: Strong history of successful delivery of capital facility projects. Strong history of strategic and proactive risk management. Experience being responsible for administering, monitoring, and reporting on projects. Experience directing supervisors and project management staff in the execution of projects and public works construction in the public sector. Experience in building relationships in a matrixed environment for effective team performance. Experience leading diverse teams and balancing competing priorities. Exceptional communication skills, both written and verbal to interact with diverse work force including City executives, community groups, skilled trades, contractors, consultants, clients and regulatory agency personnel. Proficiency in Microsoft Office applications (Microsoft Project, Word, Excel, PowerPoint, SharePoint, Teams) and CAD. Valid Driver's license or equivalent mobility. This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies. Additional Information This position is classified as Manager 3, General Government. It is FLSA exempt (not eligible for overtime) and falls under the Civil Service system. The established salary range for this role is $61.90 to $92.84 per hour, which equates to an annual range of approximately $129,247.20 to $193,752.96.
