Reporting to the Finance Director, the Procurement and Purchasing Manager plays a critical leadership role at HACA, overseeing solicitation processes, contract development, compliance, and outreach efforts. The position blends day-to-day operational leadership with strategic policy development and serves as a trusted business partner to agency leadership. Key responsibilities include:

- Leading competitive solicitation and contract award processes
- Managing RFPs, bids, negotiations, and contract execution
- Ensuring compliance with HUD regulations and California Public Contract Code
- Conducting outreach to small, local, women- and minority-owned businesses
- Supervising procurement support staff
- Developing and improving procurement policies and procedures

- Salary range: $124,716 - $185,916
