Utility Manager

Job Overview The Utility Manager will lead and coordinate all work related to utilities on major DOT Design and Build Projects valued from $250 million to multi‑billion dollars. The role involves coordinating a team of design consultants, utility owners, construction and coordination staff, and other design disciplines to plan, mitigate, and relocate utilities impacted by the project. Responsibilities and Duties Coordinate the Utility Consultant during tender design and support the selection of utility design consultants. Manage and coordinate the selected consultant to deliver the tender design product. Attend and manage utility meetings with construction, contracting staff, and utility owners, documenting agreements, designs, conflicts, meeting minutes, and agendas. Coordinate utility design and adjustment agreements language to incorporate into the tender deliverables. Develop and manage estimates of probable construction costs and schedules for utility relocations. Evaluate constructability, contract compliance, conflicts with other elements, and optimizations using the Design Utility Conflict Matrix. Identify utilities and implement strategies to resolve conflicts. Gain comprehensive understanding of project laws and regulations regarding utilities. Review the Owner's documents, define existing utilities inventory, and maintain the Utility Owner contact and representative matrix. Identify new utilities not listed in the SUE and coordinate additional SUE investigation. Coordinate with the Tender Design Manager and other discipline leads to maximize conflict avoidance. Determine most cost‑effective conflict resolution by assessing impact within the project corridor. Develop preliminary concepts, layouts, and final designs for utility relocations. Manage coordination of dry and wet utility relocations from design to construction. Ensure utility conflicts are resolved in accordance with the Design, Build, and Finance Agreement. Collaborate with other design disciplines to resolve conflicts efficiently. Lead utility coordination meetings and serve as liaison between utility owners, relocation consultants, and the Georgia Department of Transportation. Establish, coordinate, and update schedules for utilities design and construction sequence. Develop and implement Utility Management Plans. Apply, review, and process utility permits as required. Perform cost management for invoices, accruals, and subcontractors. Produce written reports, exhibits, and utility maps on the status of all elements of the utility adjustment process. Ensure compliance with contract documents, federal, state, and local standards. Develop and implement Project Management Plans for ROW & EASEMENTS. Review acquired property interest information (easement documentation) from each utility and affected property owners and prepare a property matrix to establish associated costs. Qualifications Graduated from an accredited college or university with a Bachelor of Science degree in Engineering or a related field. Minimum 5 years of relevant experience coordinating complex utility adjustments on highway Design and Build projects. Ability to work in a multidisciplinary environment collaborating with highly qualified professionals from various disciplines. Problem‑solving orientation. Experience in budget management.
