Municipal Stormwater Permit Manager (SA1)

Seattle Public Utilities (SPU) is seeking an experienced and collaborative Municipal Stormwater Permit Manager to provide strategic leadership and support in the development & implementation of Seattle’s NPDES Phase I Municipal Stormwater Permit, while supporting other regulatory and water quality-related work at SPU focused on protecting and enhancing the environment. In this highly visible role, you’ll work across City departments to drive regulatory compliance, influence environmental policy and strategy, and advance initiatives that protect and enhance Seattle’s waterways. This position is the lead for interpreting Permit requirements, supporting other departments in complying with the Permit, compiling and writing the Annual Report, highlighting successes and elevating challenges associated with the Permit, and coordinating and maintaining a positive relationship with the Department of Ecology and other regulatory agencies. About Seattle Public Utilities SPU is a community-centered utility that delivers vital services to Seattle residents and businesses including drinking water, drainage and wastewater, and garbage/recycling/compost. SPU also provides drinking water for 1.5 million customers in the region. SPU’s work includes system maintenance and improvements and keeping Seattle clean. Over 1,400 SPU employees work with our community to provide affordable and equitable stewardship of our water and waste resources for future generations. Responsibilities Lead for tracking and reporting permit requirements in coordination with the City’s Capital Departments City lead and liaison with Department of Ecology on municipal stormwater permit requirements Provide technical expertise, guidance, training, and resources to City staff and work groups to understand permit requirements, ensure accurate information collection and implementation of stormwater BMPs Update and track implementation of the City’s Stormwater Management Program (SWMP) Plan Ensure successful roll-out of Permit requirements in the City’s MS4 areas located both inside and outside of the City limits Provide strategic leadership for the development, implementation, and integration of water quality and stormwater regulations while tracking emerging regulatory issues and supporting key initiatives Serve as the technical expert in one or more areas of stormwater management, including source control, structural stormwater treatment, system operations and maintenance, basin planning, or related water quality programs Lead or support water quality and stormwater Policy development Please note this job advertisement is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job. Five (5) years of relevant experience may be substituted if applicant does not have a degree. Education: Bachelor’s degree in environmental science, planning, policy or engineering or related field. License: Valid Washington State Driver License to operate city vehicle to satellite offices. Desired Qualifications Policy/Regulatory Experience in the development and/or implementation of municipal stormwater regulations and/or stormwater management programs for environmental benefits Proven ability to work with regulatory agencies to interpret regulations and negotiate activities/conditions to comply with regulatory requirements Working knowledge of Clean Water Act related regulations including other NPDES permits and water quality standards. Experience in the development and implementation of Total Maximum Daily Loads, preferably in an urban environment Working knowledge of Superfund and Model Toxics Control Act regulations, and state sediment management standards Program/Project Management Strong project management skills with a proven ability to lead multi-disciplinary teams and effectively coordinate the work of internal staff and external consultants Excellent written, verbal, and interpersonal skills; proven ability to draft technical documents and clearly present complex topics to technical and non-technical stakeholders, management, and the public Technical Expertise in one or more of the following areas: pollutant source control, structural stormwater treatment, stormwater system maintenance, receiving water quality and beneficial uses, basin planning, or other water quality related expertise Ability to use GIS applications in support of environmental evaluations Experience evaluating water quality information and developing cost-effective solutions to complex environmental problems Workplace Schedule/Environment This position will be required to work in the office two (2) days per week, individual schedules will be agreed upon by the employee and their supervisor Work is performed both in an office environment and in a public setting Who may apply The City of Seattle encourages people of all backgrounds to apply, including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, veterans, and those with diverse life experience.
