To achieve this vision, we commit to our shared mission every day—exceeding expectations by providing high quality water services in a safe, environmentally friendly, and efficient manner.Role Description:The Senior Specialist, Safety is responsible for establishing and maintaining an Accident Prevention Program and Comprehensive Safety Program. Implements safety programs and develops, manages, and delivers safety training programs to DC Water employees.Essential Duties & Responsibilities:Assesses job hazards and recommends appropriate controls and/or personal protective equipment to mitigate hazards.Conducts facility and crew safety inspections to ensure compliance with DC Water Safety policies and procedures and reports on management and employee safety performance to Management and Operation Safety Manager. Investigates accidents/incidents to determine causes and works with management and employees to develop appropriate correction actions to prevent reoccurrence.Prepares and distributes safety-related presentations such as bulletins, alerts, and articles. Provides safety oversight and direction to the Manager, Safety Operations regarding effective operation and compliance of DC Water’s Comprehensive Safety Program.Assesses work activities and develops customized safety training courses and curriculums for Authority personnel. Delivers training to Authority personnel and coordinates with Vendors. Works with the Safety Training Coordinator and Learning and Development Department to schedule safety training courses and tracks the completion of the courses. Evaluates the effectiveness of the training by conducting field inspections to evaluate if the information is retained and utilized by the course attendees. Recommends the purchase or pilot programs for equipment and Personal Protective Equipment. Provides guidance on Occupational Safety Health Act (OSHA) compliance program.Monitors and evaluates the progress of the unit towards meeting goals and makes adjustments in objectives, work plans, schedules, and commitment of resources.May be required to work after hours and or weekends as DC Water’s representative on the citywide emergency response team or as an Emergency Safety Officer for the Authority in the District of Columbia’s Emergency Management Agency (EMA).Performs other related duties and projects as assigned at the discretion of the Operation Safety Manager, or Director, Occupational Safety & Health.Supervisory Responsibilities: N/AKey Working Relationships: Interacts with co-workers in the department and throughout the Authority, other government agencies and organizations, etc.Skills & Qualifications:The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.Required Skills & QualificationsRequired Experience:A minimum of five (5) years of related progressive experience associated with workplace health and safety programs.Minimum Education Requirements:Bachelor’s degree in Environmental Science, Industrial Hygiene, or Safety from an accredited university or college or an equivalent combination of education and experience consisting of a High School Diploma or General Educational Development certificate (GED) and nine (9) years of related progressive experience associated with workplace health and safety programs.Required Skills:Knowledge of safety regulations, standards, and best practices (OSHA, ANSI, etc.).Fundamental knowledge of physics, chemistry, biology, physiology, statistics, mathematics, engineering mechanics, industrial processes, etc.Oral and written communications skills.Ability to use personal computer and applicable software programs.Required Licenses & Certifications:Competent Person Trained Required Languages:EnglishPhysical Requirements: Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures.Subject to noise and to hazards from a variety of physical conditions.Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dusts, mists, gases or poor ventilation, or to exposure to oils or other cutting fluids.Preferred Skills & QualificationsPreferred Experience:7 (seven) years of experience in safety technician role in wastewater or utilitiesField inspection experienceSafety Training experiencePreferred Education Requirements:N/APreferred Skills:Knowledgeable about Excavation, Confined Space, Fall Protection/ Prevention, Traffic Control, Focus 4, etc.Preferred License & Certification:Construction Health and Safety Technician (CHST)Safety Trained Supervisor (STS)Safety Management Professional (SMP)OSHA Authorized General Industry TrainerOSHA Authorized Construction Trainer*The work environment characteristics described in the physical requirements section of the required skills & qualifications table are representative of those an employee encounters while performing the essential functions of this job.
