Center Operations Specialist

Center Operations Specialist (Fort Bliss, TX) The Center Operations Specialist is responsible for executing the day-to-day operations of one or more USO Centers, providing excellent customer service, and maintaining a safe, friendly, and inviting environment for service members. This position also manages self‑sustaining and cost‑efficient programs, events, and activities surrounding the Center(s), delivers engaging experiences for military service members and their families, and may administer volunteers. Principal Duties and Responsibilities Execute day‑to‑day Center operational procedures, ensuring a cost‑effective, safe, welcoming and clean environment; monitor and maintain facilities and equipment so they are ready‑to‑use; enforce sanitary and food‑handling guidelines and regulations. Engage and interact with Center visitors, serve as a subject‑matter expert about amenities, tours, classes, programs and services; troubleshoot and resolve issues; may direct and manage vendors. Help keep Center operations within budget: monitor inventory, handle cash, report on financial, operational and statistical data, and provide ad hoc reports as requested. Create and maintain a Standard Operating Procedure file detailing local procedures and Center activities to enable prompt reporting, easy rotation and follow‑on. As directed by leadership, help plan, oversee and lead execution of operational programs, logistics, inventory management, budget, social media and database management. Assist with operations and program communications: compile announcements, stories and photos for social media, local media representatives and website publications in compliance with USO media guidelines. Plan and evaluate new and existing USO programs, activities and events on and off U.S. military installations; coordinate all functions, materials and assets to ensure effectiveness and efficiency. Assist in reviewing USO programs and service needs within the assigned area, research and recommend new programs and services, and implement resulting changes. Develop and maintain relationships with U.S. Military, local community leaders, partners, donors and media representatives to enhance awareness and support of the USO mission. Coordinate resources, including volunteers, materials and supplies for all programs, events and activities; oversee volunteer participation. Communicate key information to volunteers: shift openings, policy changes, development opportunities; maintain and generate reports from the volunteer database. Direct prospective volunteers through application process, coordinate job training, implement recognition events, run reports, and submit Volunteer of the Quarter nominations. May be required to operate a USO or personal motor vehicle. Perform other duties as assigned, including backfilling for Center Operations Manager or other positions, per senior leadership. Job Specifications High School Diploma or equivalent. 2+ years of experience in event management, marketing, retail, customer service, recreation facility or related role; experience in a non‑profit, military, multicultural and/or global organization preferred. Strong interpersonal, customer service and problem‑solving skills; ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. Proficiency with computers and electronic equipment; working knowledge of Microsoft Office Suite, volunteer management software, social media platforms; experience with Digital Cheetah preferred. Ability to exercise sound judgment in controversial or culturally sensitive matters; handle confidential information with tact and poise. Initiative, self‑motivation, attention to detail; manage multiple projects and adapt quickly to changing needs. Collaborative team player who achieves desired results. Basic math and cash/donation handling; follow proper business/accounting procedures, project management and budget reconciliation. Willingness and ability to work non‑standard hours as needed. General knowledge of military community preferred. Ability to obtain and maintain credentials necessary to access USO Center locations: security, credit/background screening, SOFA status, valid driver’s license. Ability to obtain and maintain a valid U.S. passport and foreign driver’s license (where applicable). Strong advocate of the USO’s mission. Details This position is located in Fort Bliss, TX.
