Senior Project Manager, Municipal

CobbFendley is seeking an experienced Municipal Senior Project Manager in our Houston office. Requirements Experience: 15+ years of relevant and professional experience within a discipline, including proven performance as a Project Manager III. Knowledge: Project management methodologies and lifecycle, industry standards, city, state, and federal rules and regulations, tools and software (Microsoft suite, Vantagepoint, Smartsheet, etc.), and quality management. Skills: Leadership, communication, time, risk, quality and financial management, negotiation, and problem‑solving. Ability: Strategic thinking, prioritization, execution and delegation, collaboration, and high‑level accuracy. Responsible for the success of projects of large and complex scope. Must be listed as a Project Manager or Sponsor in Vantagepoint. Independently performs all assignments, addresses staff questions of moderate complexity, escalates critical and financial matters to the supervisor, identifies areas needing improvement, and recommends corrective action to improve overall project performance. Responsibilities Financial Management Utilize weekly budget and project reports, accounts receivable reports, and staff utilization to manage projects and resources. Prepare scope of work (SOW), levels of effort (LOE) and schedules for projects; identify out‑of‑scope requests and prepare proposals for additional authorizations. Collect invoices from clients; communicate with the Department Manager for delayed payment risk plans. Corporate Compliance and Risk Assessment Ensure completion of the contract and subcontract review process through the Contracts Department and adherence to jurisdictional requirements and the company‑established signature matrix protocol. Review and provide contract mark‑ups, negotiate client contract modifications, and provide knowledge of key contract review modifications (indemnification, standard of care, insurance requirements, warranty, and payment terms). Negotiate payment terms with the client. Ensure the company‑established QA/QC process is followed from proposals to final deliverables. Identify preclusions on pursuits and teaming opportunities. Communication and Collaboration Ensure that communications are clear, understood, and acted upon appropriately within the department, other disciplines and regions, and corporate resources. Articulate project requirements, timelines, deliverables, and corporate directives concisely. Provide project and company communication to clients and staff. Assist marketing with RFQ, proposals, interview preparation, teaming, resumes, and write project approaches for RFQ. Client and Internal Satisfaction Be responsive, accessible, and proactively offer solutions; address complex problems and follow up to ensure satisfaction. Oversee multiple clients and maintain a professional rapport. People Development Provide timely feedback, including for annual evaluation. Ensure adequate staffing and recruit project team members. Delegate work, train, mentor, and supervise junior and entry‑to‑senior level project managers. Lead with exceptional leadership skills, clearly defining realistic goals and responsibilities. Technical Work on projects that include Drainage Area Maps, Closed Storm System Hydraulics, Roadway design, Sanitary Sewer Design, Waterline Design, Water & Wastewater Design of Plant, Project Manual Construction Contract & Specs, Permits & Regulatory, Technical Report Writing, Pump selection, Lift Station Design, Developmental Plan Review, Construction Administration, Constructability Review, Coordinating Multiple Discipline Design, Construction Phasing, ADA Regulation, Program Management, Capital Improvement Plans, Impact Fee. Utilize software applications such as Microsoft Word/Excel and Bluebeam to complete project work. Physical and Cognitive Requirements Seated and standing position with extended periods of sitting and standing. Mobility within the office and job sites, including navigating between floors, workstations, and outdoor environments. Neck movement while using multiple computer screens. Repetitive finger movements for computer use. Arm movement in various directions. Object handling such as raising, lowering, and transporting objects. Cognitive requirements including selective attention, communication, problem sensitivity, reasoning, and information organization. Office conditions involve extensive use of electronic devices. Outdoor conditions may include walking, climbing on uneven surfaces, exposure to weather, noise, and allergens. Safety and equipment use require personal protective equipment and use of hand and power tools. Driving and vehicle use may involve driving large pickups, trailers, and potentially watercraft. Expected Work Hours Full‑time position, generally 40 hours per week, with possible overtime. Standard operating hours Monday through Friday, 7:30 AM to 4:30 PM CST; lunch break is one hour unpaid.
