Director of Operations

The Director of Operations is responsible for planning, directing, and managing the operational functions of the organization across all clinical and administrative service lines, including pediatrics, behavioral health, nutrition, care coordination, and laboratory services. This position provides leadership for practice operations, patient access, patient experience, quality improvement, workforce planning, operational performance, and continuous improvement initiatives. The Director of Operations serves as a member of the senior leadership team and operates as both a strategic leader and hands‑on contributor, translating organizational strategy into effective operational systems, performance measures, and accountability structures that support high-quality patient care, provider efficiency, employee engagement, and long‑term organizational sustainability. The Director partners with the Chief Executive Officer, physician leadership, department leaders, and organizational committees to support strategic decision‑making and operational excellence. The Director chairs the Operations Committee and works closely with medical leadership to ensure operational systems support established clinical standards while recognizing physician leadership's responsibility for clinical decision‑making and practice standards. Essential Functions Operational Leadership & Strategy Direct and oversee operations across all organizational locations and service lines. Translate organizational strategy into operational goals, initiatives, and measurable outcomes. Develop, implement, and evaluate operational plans that improve efficiency, patient access, quality, patient experience, and organizational performance. Lead organizational change initiatives and establish accountability structures that support consistent execution of strategic priorities. Identify opportunities for growth, innovation, operational improvement, and service line development. Practice & Clinical Operations Oversee practice operations, including patient access, scheduling, registration, check‑in/check‑out, clinical support services, laboratory operations, and administrative workflows. Approve and implement workflow improvements that enhance efficiency, consistency, and the patient experience. Partner with managers and medical leadership to ensure operational systems, staffing models, workflows, and resources support high‑quality clinical care. Provide operational leadership for Practice Managers, Clinical Managers, and the Director of Behavioral Health while recognizing the Behavioral Health Director's responsibility for clinical supervision and credential‑specific performance evaluations. Oversee vaccine management processes through Clinical Managers, ensuring appropriate inventory management, storage, workflow compliance, and operational oversight. Partner with Practice Managers to optimize provider scheduling templates, utilization, and patient access while recognizing Practice Managers' responsibility for maintaining provider schedules. Collaborate with Finance and Revenue Cycle leadership to improve operational drivers of financial performance, reimbursement, and revenue integrity. Evaluate operational needs, staffing models, and resource allocation to support sustainable growth and efficient service delivery. Performance Improvement, Patient Experience & Analytics Establish organizational standards, performance expectations, and accountability for operational excellence and patient experience. Develop and maintain operational dashboards, performance measures, and key performance indicators that support organizational decision‑making and continuous improvement. Develop meaningful operational metrics where measurement systems do not currently exist. Monitor and analyze operational performance, including patient access, patient experience, no‑show rates, call performance, provider template utilization, staff productivity, staffing ratios, front‑office performance, employee engagement, turnover, manager effectiveness, and training completion. Analyze trends and operational data to identify opportunities, risks, and barriers to organizational performance. Lead continuous improvement initiatives that improve operational efficiency, quality, patient experience, and organizational effectiveness. Support managers in resolving complex patient concerns and service recovery while promoting a culture of service excellence. Financial & Resource Management Partner with Finance leadership in developing annual operating budgets by providing operational assumptions, staffing plans, and resource requirements. Monitor operational performance against budget and collaborate with Finance leadership to evaluate significant variances and develop corrective action plans. Evaluate staffing models, resource utilization, and operational performance to improve efficiency and financial sustainability. Develop staffing recommendations within approved budgets and obtain CEO approval for additional FTEs as required. Vendor & Contract Management Develop and maintain productive relationships with vendors, consultants, and external business partners. Evaluate vendor performance and identify opportunities to improve service, quality, and operational value. Review, negotiate, and approve operational vendor agreements and contracts within established organizational authority. Partner with Finance and executive leadership to evaluate contract terms, costs, and operational impact. Workforce Leadership Recruit, hire, develop, coach, and evaluate Practice Managers, Clinical Managers, and the Director of Behavioral Health. Establish clear performance expectations, accountability, and professional development plans for operational leaders. Conduct performance evaluations, manage employee relations, and approve disciplinary actions in partnership with Human Resources. Develop workforce plans and staffing strategies that support organizational priorities and operational effectiveness. Monitor workforce trends, including retention, engagement, leadership effectiveness, and succession planning. Compliance & Operational Readiness Ensure operational compliance with applicable federal, state, accreditation, and regulatory requirements. Oversee organizational readiness related to OSHA requirements, CLIA and laboratory operations, vaccine management, patient safety, policy compliance, and regulatory preparedness. Partner with operational and clinical leaders to maintain a safe, compliant, and patient‑centered environment. Support organizational readiness for audits, inspections, surveys, and external reviews. Executive Leadership & Governance Serve as Chair of the Operations Committee, facilitating operational planning, performance review, and cross‑functional collaboration. Participate as a member of the senior leadership team in organizational planning, decision‑making, and strategic initiatives. Participate in Quality Assurance (QA), Quality Improvement (QI), and other organizational committees as appropriate. Prepare and present operational reports, recommendations, and performance updates to executive leadership and organizational committees. Foster collaborative relationships with physicians, clinical leaders, managers, and administrative departments to achieve organizational goals. Perform other duties as assigned consistent with the responsibilities of the position. All duties and responsibilities must be performed in accordance with the organization's performance standards, policies, and applicable regulatory requirements.
JOB REQUIREMENTS
Location This role provides support across all TCC locations in SW Portland, Tualatin, and Newberg, Oregon. Travel between clinic locations will be required based on operational needs. Education Minimum: Bachelor's degree in healthcare administration, business administration, operations management, or related field required. Preferred: Master's degree in healthcare administration (MHA), business administration (MBA), public health (MPH), or related field preferred. Work Experience Minimum Ten (10) years of progressively responsible healthcare operations experience. Five (5) years of leadership experience with responsibility for operational performance, process improvement, budget management, and supervision of managers. Experience managing operations across multiple departments, service lines, or healthcare locations. Demonstrated success leading organizational change, operational improvement, and workforce development. Preferred Experience in an independent or physician‑owned medical group. Experience in multi‑site ambulatory healthcare operations. Experience overseeing integrated service lines, including behavioral health, nutrition, care coordination, and laboratory services. Experience partnering with physician leaders, executive leadership, and governance committees. Experience developing operational dashboards, performance metrics, and accountability systems. Experience with Epic and healthcare operational reporting tools. Experience with vendor management, purchasing, and contract administration. Licenses & Certifications Preferred: Certified Medical Practice Executive (CMPE), Lean Six Sigma, Project Management Professional (PMP), or other healthcare operations or leadership certification. Current clinical license (if applicable) is valued but not required.
