Finance Supervisor

The Dublin San Ramon Services District is currently recruiting to fill one regular, full-time Finance Supervisor - Accounting to oversee the Accounting Division of the Finance Department. THE POSITION The Finance Supervisor - Accounting plays a central role in maintaining the District's financial integrity and reporting excellence. Under direction of the Finance Director, this position delivers accurate, timely, and compliant financial information while maintaining strong internal controls, guiding a dedicated team, and promoting strong financial stewardship and transparent accounting operations. Primary responsibilities of the Finance Supervisor - Accounting include the following: Manage and execute complete month-end and year-end close cycles, including preparing and posting journal entries, reconciling accounts, reviewing financial activity for accuracy, coordinating close schedules to ensure timely and accurate financial statements, and preparation of the Annual Comprehensive Financial Report (ACFR) Oversee daily general ledger operations by reviewing and approving journal entries, maintaining ledger accuracy, and advising on chart of accounts structure, changes, and classifications to ensure compliance with governmental accounting standards. Lead and coordinate the external audit process, preparing audit work papers and schedules, responding to auditor inquiries, resolving audit findings, and ensuring adherence to GAAP/GASB standards and municipal audit requirements. Direct preparation of internal and external financial reports, ensuring accuracy, regulatory compliance, and alignment with GASB/GAAP while overseeing District-wide reporting processes and internal controls Provide leadership and supervision to accounting staff by assigning work, training employees, conducting performance evaluations, and fostering a continuous-learning environment focused on efficiency, accuracy, and compliance Serve as an internal advisor to departments by interpreting accounting policies, resolving complex financial issues, and collaborating across functional areas such as budget, payroll, treasury, grants, and capital project accounting Develop, implement, and maintain accounting policies and procedures aligned with industry best practices, strengthening internal controls, improving process efficiency, and enhancing the quality, reliability, and transparency of financial reporting. Participation in the District's Telework Program may be made available for this position after three (3) months of employment (for employees newly hired to the District). If telework is offered and/or made available for this position, it will be for no more than two (2) days per week (Monday and/or Friday only) and would apply to a new hire or promotional candidate, in accordance with the terms and conditions of the District's Telework Program. IDEAL CANDIDATE The ideal candidate for the Finance Supervisor - Accounting will have demonstrated the following: Strong government accounting expertise, with a proven ability to manage the full month-end close cycle, coordinate, and complete year-end financials, and compile comprehensive annual reporting packages for audit and publication. In addition, overseeing all required external financial reporting to agencies, auditors, and regulatory bodies Proven supervisory experience in developing & supporting accounting staff and managing all facets of general ledger with efficiency, consistency, and sound judgement Clear communication skills, with the ability to explain complex financial information to a variety of audiences Skill in managing ad-hoc projects and juggling multiple priorities and deadlines Proficient in improving processes and strengthening internal controls Proficiency with Tyler MUNIS/Enterprise ERP Possession of a professional certification such as a CPA or equivalent (desirable) SUPERVISION RECEIVED AND EXERCISED Receives direction from the assigned management personnel. Exercises direct and general supervision over professional, technical, and/or administrative staff. DISTINGUISHING CHARACTERISTICS This is a first-line, supervisory classification within the Accounting Division. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of the assigned function(s) of the Accounting Division, including day-to-day operations, and short and long-range planning, including budgeting. Responsibilities include developing and implementing policies and procedures for assigned functions, program evaluation, and coordinating the activities of the assigned functions with those of other divisions and departments and managing and accomplishing the complex and varied assigned functions. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. Training and Experience The minimum qualifications described on class specifications represent the typical way to obtain the required knowledge, skills, and abilities to perform the essential duties of the job. Any combination of education, licensing, and/or experience which has provided the knowledge, skills, and abilities necessary to perform the job satisfactorily may qualify the candidates to be considered for open positions in the class specification. Education : Equivalent to a bachelor’s degree from an accredited college or university with major course work in business, accounting, or closely related field. Experience : Five (5) years of increasingly responsible experience in accounting and finance, including two (2) years of lead responsibility. Governmental accounting experience is preferred. Substitution : Other qualifying education and experience combinations may include: Associate's degree and seven (7) years of increasingly responsible experience in accounting and finance as noted above. Other Recruitment Standards Possession of a Class C Driver's License required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver's license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continuing employment. DISASTER SERVICE WORKER All Dublin San Ramon Services District employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the District may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
