Program Analyst

Duties

Provides advice and guidance to management and employees throughout the R Family on less complex aspects of training, employee development, and educational assistance issues.

Provides input for the development of strategic and operational training plans and strategies with stakeholders throughout the R Family and the Department that describe current and projected employee training and development requirements and sources.

Provides operational and advisory support to assigned R Family serviced Bureaus’ management and staff on all aspects of leave, telework, and performance management policy and programs. Receives and processes all requests for telework program.

Provides input to assist in the management of awards nominations and associated budgets. Reviews submissions for merit and compliance with award criteria, approving, disapproving or sending back for re-work as appropriate.

Provides input for the collaboration with Department stakeholders to ensure short-term and long-term strategic goals for HR contract award, administration, and management.

Serves on specialized study teams considering issues and trends in such HR areas as the usage of leave and work-life benefits, the impact of revised regulations and policies, and related employee relations problems and issues.
