We accomplish this by collaborating with state and local agencies, tribes, and other organizations in communities across the state of Washington.The Opportunity:As a Fiscal Analyst, this position supports the agency's mission by providing professional and innovative financial solutions, promoting fiscal responsibility, and ensuring accountability to DCYF employees and stakeholders. This position serves as a Principal Assistant to the Accounting Manager by being the primary financial analyst for the operations team within the Accounting unit. This position ensures proper accounting techniques and controls are used in accordance with Generally Accepted Accounting Principles (GAAP).Some of what you will get to do:Supervise and coordinate the accounting staff involved in agency purchasing activities.Determine work procedures, manage work schedules to ensure the business needs are being met.Conduct performance evaluations and develop performance measures and standards.Advise, consult, and mentor staff on work assignments.Update management of state legislation and regulations pertaining to fiscal matters.Review general ledger balances and provide expert guidance.Analyze and reconcile financial data to prepare assigned state financial disclosure forms.Ensure effective communication with internal and external staff to facilitate and ensure adherence to Policies and Procedures.Review financial data or documentation to determine amounts owed to or by the agency.Submit invoices to other agencies within the terms and conditions of the signed agreements.Process payments to other agencies within the terms and conditions of the signed agreements.Required Qualifications:Bachelor's degree in Accounting or finance related field AND three (3) years of relevant professional experience OR Equivalent education/experience (seven years total).AND Knowledge of:Supervisory principles, practices, and office administration.General Accepted Accounting Principles (GAAP) as well as accounting policies and procedures.State policies and laws, i.e., State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and the Washington Administrative Code (WAC).Problem-solving and decision-making processes.Effective communications and interpersonal relations.Skills:Be resilient and professional under pressure.Communicate clearly and concisely, both verbally and in writing.Recognize and strategically analyze the risks, benefits, opportunities and associated costs of a prospective action.Lead, mentor, and train direct reports.Plan and manage complex projects, including the establishment and maintenance of accounting procedures.Analyze and interpret findings and prepare comprehensive reports.Abilities:Embrace changing business needs and adapt approaches, goals and methods to achieve success in a dynamic environment.Prioritize competing work demands, identify expected deliverables, and evaluate effectiveness of efforts.Respond to difficult or stressful interpersonal situations in a way that minimizes potential conflict and maintains good working relationships among internal and external stakeholders.Engage others in open, constructive and candid discussion and build good working relationships with multiple stakeholders who may hold different points of view.AND:The ability to take action to learn and grow.The ability to take action to meet the needs of others.Preferred/Desired Qualifications:At least five years of experience operating in Office of Financial Management's Statewide Financial systems.Creates an environment to allow staff to communicate openly, share innovative solutions, and attain unit goals.Demonstrates an ability to build effective relationships and partnerships with a wide variety of individuals, both inside and outside the agency.How do I apply?
