As a Code Enforcement Officer I/II , you’ll take on a mix of office and field work, conducting inspections and investigations to ensure compliance with City and State codes and regulations. You’ll serve as a key resource for homeowners, businesses, and community groups—providing guidance on City regulations while helping to enhance and preserve the quality of our neighborhoods and commercial areas. In this role, you’ll play an important part in keeping Rancho Cordova safe and thriving by identifying and addressing potential hazards and working proactively through education and compliance to uphold local, state, and federal standards. This position will be assigned to either the Rental Housing/Dangerous Buildings or the General Nuisance team, supporting safe, well-maintained neighborhoods and communities. The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and change business practices. Performs a variety of field and office work in support of the City’s code enforcement program; enforces municipal codes and other applicable codes related to nuisance, zoning, building, pest infestation, noise, blight, graffiti, signage, junk and debris, abandoned or inoperable vehicles on private property, housing, rental properties, storm drains, solid waste and recycling, dangerous buildings, and related abatement activities. Conducts field investigations and property inspections to uncover violations of nuisance, zoning, junk and debris, abandoned/inoperative vehicles, housing, and related ordinances. Issues infraction/misdemeanor citations for violations of City and state codes relating to nuisance, zoning, junk and debris, housing deficiencies, and abandoned/inoperative vehicles. Performs investigations for possible violations related to area of assignment; photographs evidence; contacts responsible persons, landlords or tenants and performs follow-up investigations to ensure that remedial action has been taken; develops and maintains accurate case files. Inspects building modifications and issues appropriate notices that relate to substandard housing violations and dangerous building conditions. Presents a variety of information and statistics in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations involved in code enforcement matters. Confers and coordinates with other public and private agencies and City departments on the investigation of violations across agency boundaries. Responds to public inquiries and public nuisance abatement complaints and answers questions related to City code enforcement activities by researching, interpreting, and explaining policies and regulations; analyzes, recommends, and communicates appropriate solutions to problems; addresses customer complaints and schedules site visits. Deals effectively, courteously, and productively with angry and upset customers. Works closely with homeowners, landlords, tenants, businesses, and community groups to grow strong neighborhoods through public relations, education, and code enforcement activities. Coordinates inspections and dispositions of cases with various City departments. Acts as a representative of the city by representing the city in community and official meetings with other City departments, organizations, and professional groups on code enforcement matters. May provide technical assistance to lower-level staff. May be required to work on-call or after hours as needed. Performs related duties as assigned. Minimum Qualifications Guidelines Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Code Enforcement Officer I Education Possession of a high school diploma, GED, or equivalent. Experience Some experience performing similar code enforcement duties is desirable. License or Certification Possession of a California's driver's license Successful completion of PC832 [Arrest, Search and Seizure] within one (1) year of appointment Completion of California Association of Code Enforcement Officers (CACEO) Modules 1-3 within two (2) years of appointment A Peace Officer Standards and Training (POST) certification, or CACEO certification is highly desirable. Code Enforcement Officer II Education Possession of a high school diploma, GED, or equivalent. Experience Two (2) years' experience as a Code Enforcement Officer I in the City of Rancho Cordova OR three (3) years of related experience in other code enforcement agency. License or Certification Possession of a California's driver's license Completion of PC832 [Arrest, Search and Seizure] certificate training Completion of California Association of Code Enforcement Officers (CACEO) certificate training Depending on assignment, one or more of the following certifications may also be required: If assigned to the Rental Housing/Dangerous Buildings Team: Possession of a current Internation Code Council (ICC) certification as a Residential Building Inspector (B1) in accordance with the ICC standards.
