The agency is also committed to playing a positive role in supporting economic development and job creation in Connecticut as well as fostering a sustainable and prosperous economic future for the state.The Solid and Hazardous Waste Permitting Program within the Bureau of Materials Management and Compliance Assurance, Waste Engineering and Enforcement Division (WEED) plays a vital role within DEEP, responsible for overseeing the permitting of solid and hazardous waste facilities to ensure compliance with state and federal environmental regulations. This role manages staff by assigning and reviewing work, providing technical guidance, and supporting professional development. The supervisor serves as a key regulatory and technical resource, coordinates with EPA and other stakeholders, communicates with municipalities, industry, and the public, and helps resolve complex permitting and compliance issues. They also lead policy and procedure development, ensure consistency and quality in permitting decisions, collaborate with enforcement programs, and manage program priorities, workload, and performance to support effective and efficient operations. In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.EXAMPLES OF DUTIESSupervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; Schedules, assigns, oversees and reviews work of staff; Provides staff training and assistance; Conducts performance evaluations; Determines priorities and plans office work; Establishes and maintains office procedures; Develops or makes recommendations on development of policies and standards; Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; Prepares reports and correspondence; Supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; Oversees preparation of environmental impact statements; Directs administration of state and federal program budgets; Supervises and coordinates special planning studies; Identifies and describes state environmental goals and special problem topics; Monitors and testifies at hearings; Supervises and cooperates with consultants in project development; Serves as agency representative at public and committee hearings and conferences; May prepare enforcement actions; May serve as department representative on various regulatory and advisory boards and committees; Performs related duties as required.KNOWLEDGE, SKILL AND ABILITYConsiderable knowledge of principles and practices in fields relative to environmental protection; relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; principles and practices of environmental and policy analysis; environmental program planning principles and practices; Knowledge of statistics; Considerable interpersonal skills; oral and written communication skills; Skills in research and organization; Ability to understand and interpret technical data; utilize computer software; Supervisory ability.MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCEOne (1) year of the General Experience must have been in an advanced working/working lead level capacity.NOTE: For state employees this experience is interpreted at the level of an Environmental Analyst 3.MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWEDCollege training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.NOTE: Education may only be substituted for a total of five (5) years.PREFERRED QUALIFICATIONSExperience in environmental project or natural resource management;Experience evaluating and interpreting engineering drawings, site plans and specifications, and technical reports used for permitting and operating regulated facilities;Experience researching environmental topics, preparing final documents including technical reports and presentations;Experience leading a team of scientific and technical staff, including assigning and prioritizing projects, establishing deadlines and evaluating results;Experience concurrently managing environmental projects with competing time constraints, coordinating project tasks and deliverables and defining expectations;Experience developing and implementing methods or procedures to establish process improvement, measurable goals and track progress;Experience communicating technical information to the regulated community, state and federal agencies, stakeholders, non-governmental organizations and the general public through oral presentations and written reports;Experience developing or interpreting environmental laws or regulations.SPECIAL REQUIREMENTSIncumbents in this class may be required to travel.Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.WORKING CONDITIONS Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
