IT Product Manager

Position Overview This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Applications Management Group (AMG). As an IT Product Manager, GS-2210-13, you will consult, provide high-level technical expertise, and collaborate in the development, implementation, and evaluation of products associated with national health insurance programs. Basic Requirements for the Information Technology Specialist Series (GS-2210-13) Attention to Detail – Thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers to assess their needs, provide information or assistance, resolve problems, or satisfy expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualifications for GS-13 At least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, including paid and unpaid experience such as volunteer work. Leading the full product lifecycle in cloud-based or cloud-hosted environments, using modern product delivery methodologies such as Agile, Scrum, SAFe, or similar iterative frameworks. Collaborating with business/program stakeholders, IT leadership or development teams to define product objectives, priorities, requirements or roadmaps, and translating business or program needs into actionable technical requirements. Applying human-centered design and iterative development practices such as usability testing, information architecture, interaction design, content strategy, or service design methodologies to develop, deliver, or manage IT products or services. Experience may include paid and unpaid work, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
