CONSTRUCTION MANAGEMENT SPECIALIST

Summary You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the Construction Division of the Planning, Design, and Construction (PDC) Directorate of NAVAL FAC ENGINEERING CMD WASH. You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the Construction Division of the Planning, Design, and Construction (PDC) Directorate of NAVAL FAC ENGINEERING CMD WASH. Duties You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of construction and support contracts. You will provide technical assistance to other construction managers ensuring timely responses to the contractor Requests for Information (RFIs). You will utilize knowledge of construction safety principles and practices in administration of assigned projects to mitigate any safety incidents on projects. You will assist in negotiation of contract modifications to the extent possible and within designated thresholds under the direction of the Contracting Officer to ensure the most fair and reasonable cost is determined. You will participate in pre-award contract meetings such as Functional Analysis Concept Development (FACDs) meetings and perform constructability reviews. You will assist in the review and approval of contractor administrative submittals such as schedules (charts and networks), environmental protection plan, design, and construction quality, health and safety plan. You will coordinate approval of technical \"Government-approved\" submittals such as shop drawings, product data, samples, design data, manufacturer’s instructions, test plans/reports, certificates, and O and M data in a timely manner. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using knowledge of construction trades to provide recommendations regarding construction materials, tools, and equipment used for facilities maintenance; Performing administrative work to provide material, services, equipment, and contract support for construction projects; Providing assistance, training, and technical guidance to other construction managers as appropriate, exercising management and administrative skills in the execution of construction projects; Reading and interpreting blueprints, work orders, and schematics to determine the extent to which parts, materials, tools, and equipment are interchangeable; Managing multiple priorities and independently develop and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.
