Senior HR Manager

The Senior HR Manager is a core part of the Chenega Corporation ("Chenega" or Company) Human Resources management team. Primary responsibilities include overseeing Chenega's enterprise-wide HR technology systems, employee data management, and training programs. In addition to their enterprise-wide responsibilities, the Sr. HR Manager will manage a team responsible for auditing enterprise-wide employee changes and recruitment, onboarding services at the corporate level. Finally, the Sr. HR manager will serve as an advisor on matters as it relates to employee relations, compliance, ADA and FMLA for the corporate office.

Responsibilities

HRIS

• Serve as the primary administrator, subject matter expert, and vendor relationship manager for all Human Resources technology platforms.
• Evaluate and make recommendations for enterprise-wide HR technology solutions using broad HR and compliance knowledge.
• Implement HR technology solutions, perform testing and effective "go-live" strategies In cooperation with IT, other team members and strategic business units (SBUs).
• Lead HRIS data governance and administration to support accurate federal, state, government contractor and internal reporting requirements, including HR data integrity, coding standards, audit readiness,
• Develop, maintain, and improve employment procedures, reference materials, and internal process documentation for HR System program activities.
• Provide system guidance and training to stakeholders on HR systems, employment processes, reporting requirements, and proper data entry practices.
• Taking into consideration SBU needs and best practices, evaluating HR system functionality, identifying process gaps and improvement opportunities; recommend solutions that support compliance, operational efficiency, employee data integrity, and business needs.
• Identify, develop, and produce HR reports, dashboards, and analyses that provide insight into workforce trends, compliance requirements and system performance for informed decision making.
• Establish, maintain, and enforce administrative processes that support employee data accuracy, integrity, and security; HR service quality and delivery; vendor relations; invoice accuracy; efficient resource use; and program value to employees and the company.

Training

• Administer learning management system (LMS) and related HR training processes, including licensing, audits, enrollment administration, termination processes, and communications with employees and HR staff.
• Monitor federal, state, local, and government contracting training requirements and industry best practices to ensure organizational compliance and workforce readiness.
• Develop enterprise-wide training curriculums to meet requirements.
• In partnership with the HR management team, identify, develop/procure and administer facilitation of enterprise-wide corporate sponsored educational and training opportunities.

HR Management

• Oversee corporate recruiting and onboarding operations, ensuring compliance with applicable regulations, adherence to best practices, and delivery of high-quality customer service.
• Oversee enterprise-wide employment data entry functions including managing employees that administer functions and ensuring alignment with compliance regulations, best practices and high levels of customer service.
• Serve as a corporate office resource for employee relations, ADA and FMLA questions.
• Manage a team to include performance management, work-flow distribution, and employee development.
• Assist in developing and managing annual department budget.
• Assist with special projects and initiatives.
• Other duties as assigned

Qualifications

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

• Bachelor's degree in human resources, Information Systems, Business Administration, Computer Information Systems, or related field.
• Seven (7) years of progressively responsible HR experience in at least two or more functional areas of HR, one of which must be HRIS administration.
• Two (2) or more years of supervisory experience.
• Experience in an organization with employees subject to unions and the MacNamara O'Hara Service Contract Act.
• Successfully pass background and drug screening.

Preferred Qualifications:

• Professional HR Certification
• Work experience in an Alaska Native Corporation with multi organization business structure
• Demonstrated experience managing vendor relationships and coordinating system-related activities with IT, HR, and business stakeholders.
• Experience leading HRIS implementations, system conversions, integrations, or major enhancement projects.)

Knowledge, Skills and Abilities:

• Advanced knowledge of HRIS architecture, data governance, business process design, system security, and HR technology platforms.
• Intermediate generalist HR knowledge in recruitment, onboarding, compliance, training, employee relations, FMLA and ADA.
• Ability to effectively communicate in written and verbal form to a wide range of audiences.
• Ability to build collaboration and work as and effective team leader.
• Ability to lead HRIS implementations, upgrades, integrations, and testing efforts.
• Ability to analyze complex workforce and HR data to support business decision-making.
• Ability to develop system controls, audit processes, and data quality standards.
• Ability to manage vendor relationships and coordinate cross-functional technical projects.
• Ability to translate business requirements into technology solutions that improve efficiency and compliance.
• Ability to evaluate HR technology capabilities and recommend system improvements that support compliance, operational efficiency, reporting, and business needs.
• Expert proficiency in HRIS reporting, analytics, data validation, and process optimization.
• Ability to effectively manage a team.
• Ability to be change agile.
• Ability to use sound judgement and make decisions based on relevant data.
• Ability to maintain confidential information.
• Ability to build effective training and presentations

Physical Demands:

• Sufficient fine motor skill for use of computers, calculator with an ability to withstand repetitive keyboarding for extended periods of time
• Visual, auditory and communication abilities sufficient to perform the essential functions of the job
• Ability to kneel bend and twist at the waist on an occasional basis,
• Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis and more on an occasional basis
• Ability to travel by plane and safely operate a motor vehicle

Work Environment:

• The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
• During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
