Reports To Sr. Manager of Health Safety and Environmental Safety Officer – Responsibilities Assist and coordinate the functions of a comprehensive on‑site Injury & Illness Prevention Program (I2P2) to include incipient fire protection and control, hazardous materials and waste management both on project sites and in local satellite offices.Oversee investigations of all local site accidents/injuries and coordinate with the Sr. Manager HSE and Occupational Nurse regarding the processing of Longshore Harbor Workers (LSHW) compensation claims and log recordability.Ensure compliance with Corporate, State, and Federal regulations and guidelines regarding occupational safety & health.Develop, recommend, and implement general accident prevention programs at a local level, including specific protective procedures and devices.Conduct safety survey audits side by side with subordinates to identify and evaluate occupational health and safety concerns.Oversee crew and fire watch schedules and carry out periodic safety inspections to identify environmental and occupational hazards.Conduct and coordinate on‑site inspections with client to audit physical conditions and safe work practices.Assist in the development of control systems for identified hazards.Provide advice and counsel to CA production management team concerning all corporate, city, state, and federal compliance regulations.Measure and evaluate the effectiveness of the hazard control system, policies, and procedures, and recommend changes to improve opportunities to eliminate workplace accidents and injuries.Direct or assist in developing and/or modifying specialized education and training materials.Assist in the coordination and training for new direct hire and/or contractor employees.Oversee coordination and conduct of supervisory and other production safety training programs.Advise management periodically on the status of the safety program and new safety techniques.Compile, analyze, interpret, and report accident, loss, and exposure statistical data applicable to CA operations.Assist in preparing comprehensive recommendations for corrective action to eliminate or minimize potential hazards.Review, prepare injury and property damage reports, and evaluate root causality.Conduct and prepare specialized safety programs to communicate hazard control information (LOTO, Lanyard and Harness, CSE, etc.).Supervise and coordinate the activities of any subordinate health, safety, fire watch, and environmental staff.Perform other related duties as directed that correspond to the overall function of this position.Act as a compliance champion for the organization and work to promote a culture of compliance throughout the organization.Monitor changes in laws, rules, regulations, and policies affecting the department or subject area and make recommendations for improvements.Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.Develop, provide, and document compliance training, as applicable.Conduct compliance monitoring, surveillance, and auditing efforts, and assist in investigations of suspected compliance violations. Qualifications / Knowledge / Experience Required:- Bachelor of Science degree in a relevant discipline paired with a minimum of 10 years of professional safety experience.- Equivalency will be considered for candidates demonstrating 12 or more years of directly related safety management experience in the Shipyard environment.- Must be familiar with Occupational Safety and Health Administration (OSHA) and competent in filing reports, answering complaints, and responding to citation notices issued by NAVSEA & OSHA.- Strong verbal and written communication skills (training/presentations/report writing).- Ability to lead and direct teams, workgroups, or subordinates.- Strong PC skills in Microsoft Office (Word, Excel, PowerPoint, Publisher).- Skilled in the standards, concepts, practices, and procedures within the health, safety, and environmental fields.- Ability to work at all levels within an organization and in a diverse work group.- Must be able to work with other safety personnel and management staff and to take direction accordingly.- Demonstrated strong interpersonal skills.Desirable:- OSHA Outreach training as it relates to Shipyard Industry – considered a plus but not required for application. Eligibility Criteria 18 years of age or older at time of application. Able to provide proof of US Person Status. No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date. No felony convictions of Drug crimes within three years from disposition date. Willing to submit to a drug screen. Willing to submit to a background check. Must have a valid driver’s license and be able to be placed on company vehicle insurance. Physical Demands Must be able to tour all vessels and work sites. Regularly required to stand, walk, use hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. Occasionally required to sit. Perform prolonged standing. Ability to turn head from side to side and about the vertical axis. Ability to turn body at the waist from side to side and about the vertical axis. Must be able to climb in an unrestrained safe manner (stairs, scaffolding, ladders, ramps). Ability to work at heights above 12’ while working from ladders, scaffolding, and/or man lifts. Ability to work at a variety of levels (e.g., waist, eye, overhead). Demonstrate good balance while working on uneven surfaces and maneuvering obstacles. Possess sufficient handgrip and coordination to carry and operate tools and equipment. Ability to utilize personal protective equipment (hard hat, safety glasses, steel‑toed shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards. Ability to withstand cold and hot temperatures. Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time. Able to respond to verbal and audible sounds/commands. Able to utilize adequate visual skills. Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down. Ability to perceive attributes of an object/material such as size, shape, temperature, and texture by means of receptors in the hands and fingers. Work Environment The work environment includes frequent exposure to humid conditions, bright flashing lights, moving mechanical parts, high precarious places, outside weather conditions, and extreme heat. The environment may occasionally expose employees to fumes and/or airborne particles at or below the PEL, toxic or caustic chemicals, heat and cold. Noise levels are usually very loud, +90 dB.
