Monitors civilian onboard strength in relations to budget, TDA structure, and command priorities.

Maintains expert knowledge of performance evaluation systems, including policies, procedures, and practices in order to advise supervisors.

Performs management analysis in all divisions regarding matters of economical utilization of manpower within the organization.
