Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer analyzing technical, industrial, financial, acquisition or engineering programmatic information to develop investment recommendations for senior leadership.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

- You will serve as a Senior General Engineer and principal AUKUS liaison and integrator within the Submarine Industrial Base (SIB) Program Office.
- You will identify, evaluate, and coordinate opportunities that support AUKUS requirements, Virginia-class submarine production, and broader SIB objectives.
- You will lead Cross-Line of Effort integration of AUKUS and strategic investment requirements across infrastructure, supply chain, advanced manufacturing, strategic outsourcing, workforce, acquisition, and other functional areas.
- You will identify shared requirements, dependencies, capability gaps, capacity constraints, and investment opportunities to maximize the effectiveness of Government investments.
- You will conduct and direct industrial-base and product-level analysis involving NIINs, critical components, suppliers, manufacturing processes, production capacity, and related industrial-base data.
- You will evaluate common demand, constrained capacity, long-lead requirements, supplier dependencies, production bottlenecks, and potential conflicts among AUKUS, Virginia-class, Columbia-class, sustainment, and other submarine requirements.
- You will apply engineering principles, analytical methodologies, systems-thinking techniques, and data-driven approaches to identify industrial-base risks and opportunities.
- You will develop and recommend strategic investment priorities and courses of action based on industrial-base risk, production requirements, cost, schedule, expected capacity or capability improvements and anticipated return on Government investment.
- You will develop analytical products, decision briefings, investment recommendations, issue papers, and other materials supporting senior-level decision-making.
- You will identify and elevate barriers that may adversely affect cost, schedule, performance, funding execution, or achievement of intended industrial-base outcomes.
- You will support Planning, Programming, Budgeting, and Execution (PPBE) activities by identifying current and future resource requirements.
- You will develop Program Objective Memorandum (POM) issue papers, investment justifications, resource recommendations, and other documentation supporting SIB investment decisions.
- You will monitor execution of assigned resources and provides recommendations to ensure responsible, effective, and measurable stewardship of Government funds.
- You will brief senior leaders on investment status, emerging risks, resource requirements, industrial-base constraints, and measurable impacts to AUKUS and U.S. submarine production objectives.
- You will lead and coordinate high-visibility responses, including Congressional inquiries, OMB requests, AUKUS data calls, senior Navy/DoD information requirements, decision papers, issue papers, executive briefings, and other correspondence..
- You will lead multidisciplinary teams and working groups involving engineering, acquisition, financial management, logistics, supply chain, manufacturing, workforce, program management, and other disciplines.
- You will mentor less-experienced personnel and contributes to the development of the organization's engineering and industrial-base workforce.
