Marijuana Enforcement Division
The Marijuana Enforcement Division (MED) is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. First formed in 2010 as the Medical Marijuana Enforcement Division, the MED has developed a leading-edge approach to commercial marijuana regulation and is considered a global regulatory and industry leader. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. The MED promotes transparency and innovation by utilizing a collaborative approach to engaging with stakeholders and by proactively and positively pursuing solutions to issues in a fast-paced professional environment.

Job Duties
The Compliance Investigator I contributes to Division efforts to encourage and investigate licensee compliance with Colorado Marijuana Statutes and Regulations (Regulations). This position conducts outreach with licensees and other stakeholders to encourage strict compliance with Regulations, uses a risk-based analytical process to identify licensees for prioritized inspections, conducts proactive monitoring and engagements to evaluate licensee compliance, and conducts complex investigations into the actions of licensees
to determine if recommendations for administrative/disciplinary action is warranted.
Licensing Investigations
- Conducts complex investigations involving multi-jurisdictional and multi-national entities.
- Provides support to local, state and federal law enforcement agencies with information on marijuana practices, methods and licenses.
- Prepares a checklist, documents evidence, and writes investigative reports.
- Evaluates areas of tax status, business structures, financial documentation, asset identification, rights to licensed premises, liens, source of investment funds, reputation, civil litigation, criminal history, management agreements and contracts, accuracy of provided disclosures, and areas of fraud and misrepresentation.
- Investigates criminal history and background of applicants.
- Assess the license renewal application or change application and recommend approval, denial, or other action.
- Coordination with other State and Local agencies.
- Manages outreach for applicants who fail to make appropriate licensing payments or are engaged in activities that are not compliant with Colorado Statutes and Regulations.
- Completes oversight and processing of surrenders, withdrawals, expired licenses, and finalizing business applications and/or business changes once a licensing investigation is completed.
- Assists in the development of Standard Operating Procedures and other resources to effectively manage the processing of Marijuana applications.
Regulatory Enforcement
- Assists with visits to medical and retail marijuana businesses, monitoring for compliance with Colorado Statutes and Regulations.
- Participates in comprehensive compliance inspections to ensure the licensed premises, records, and operations are compliant with minimum requirements as necessary to ensure the integrity of the marijuana industry.
- Assists with initiating appropriate intervention, which may include disciplinary action, requiring the collection of evidence, preparation of a detailed report of investigation, and presentation of the investigator’s findings to Division leadership, the Office of the Attorney General, and a Hearings Officer.
- Implement risk-based approaches with proper research and interpretation of regulation and statute.
- Completes various processes on licenses and applications involving results of background investigations, surrenders, withdrawals, expirations, and sending communication on application and license decisions.
- Manages outreach and subsequent action for licensees who fail to make appropriate licensing payments or are engaging in activities that are not compliant with Colorado Statutes and Regulations.
- Assists in the development of Standard Operating Procedures and other resources to consistently apply rule and statute for enforcement activities pertaining to marijuan applications and licenses.
Compliance Education and Outreach
- Assists with internal and external trainings and presentations relevant to the Division’s mission and functions of the work unit.
- Contributes to the development of educational resources, and participates in education and outreach initiatives and related engagements with the marijuana industry, other state and local agencies, and the public.
- Responds to inquiries from internal and external stakeholders concerning licensing requirements and statutory and rule changes.

Minimum Qualifications
Experience Only: Five (5) years of relevant experience in criminal or compliance investigative experience in a regulatory environment, or
Education and Experience: A combination of related education in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, economics, accounting, finance, psychology, sociology or a closely related field as determined by the Department and/or relevant experience in criminal or compliance investigative experience in a regulatory environment equal to five (5) years.

Preferred Qualifications
The ideal candidate will possess the following skills:
- Experience interpreting and applying statutes and regulations.
- Experience working in a highly regulated industry that prioritizes public health and safety.
- Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
- Experience in the public sector or interacting with government organizations.
- Outstanding candidates will have recent experience with: investigations involving public health, familiarity with testing of consumable products, and researching databases.
- Proficiency in Google Suite.
- Proficient in Microsoft Word and Excel.
- Excellent oral and written communication and interpersonal skills.
Conditions Of Employment With The CDOR
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
Pursuant to the Universal Driving Standards Policy , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who
- Have an assigned State fleet vehicle
- Are required to operate a vehicle as part of the position
- Utilize a State fleet vehicle as a pool vehicle
