Duration: Contract Job Summary: Sacramento County is seeking a journey-level Business Analyst to support the Community Development Agency in re-engineering process workflows to improve efficiency and public service delivery. The analyst will collaborate with subject matter experts and developers to gather requirements, document processes, and support the implementation of features in the County’s permitting application, Accela . Key Responsibilities: Elicit, develop, and document project requirements and technical specifications. Analyze and organize requirements for clarity and actionable insights. Create meeting minutes, action items, and next steps. Collaborate with developers throughout the development lifecycle. Develop software test plans and user guides. Conduct quality assurance testing to ensure system reliability and compliance. Train users on new and existing software systems. Contribute to project documentation including proposals, schedules, change requests, and closure reports. Requirements Required Skills & Qualifications: Excellent oral and written communication skills. Professional demeanor and presentation. Strong organizational skills with attention to detail. Ability to meet deadlines and manage time effectively. Strong interpersonal skills to communicate with customers, technical staff, management, and vendors. Experience facilitating meetings and working independently. Ability to learn new systems quickly. Proficiency in interpreting complex data and presenting it clearly. Preferred Qualifications: Experience with Accela or working with an Accela development team/vendor.
