Real Estate Appraisal Program Manager

Summary The Real Estate Appraisal Program Manager leads the city’s appraisal operations, overseeing staff, contracted appraisers, and valuation activities that support property acquisition and major capital projects. This role provides expert guidance on complex appraisal matters, ensures USPAP compliant valuation practices, and collaborates closely with internal partners to deliver accurate, defensible real estate assessments. Major Duties And Responsibilities Responsible for coordinating and directing the real estate appraisal program, including departmental management of appraisal/administrative staff and oversight in the valuation of property for the acquisition of fee simple, permanent, and temporary easements. Engage and manage independent fee appraisers and reviewers, ensuring quality control regarding credibility and reliability of appraisal reports. Make sound recommendations to management regarding counter offers from private property owners, evaluation of city inventory, and purchasers of city-owned property. Work closely with the real estate management team, including the Acquisition and Portfolio Management groups. Prepare cost estimates for various city projects and departments, and provide oversight and management of appraisal requirements for larger real estate projects. Provide services to internal and external clients, including landowners, engineers, and legal team, guided by USPAP compliance, federal and state laws, policies, and procedures under the supervision of the Real Estate Division Manager. Collaborate with partner departments and consultants to ensure best delivery of real estate appraisal services. Determine priority of appraisal and consultant work and assign projects to in‑house or contract fee appraisers. Prepare detailed appraisal assignments and scope of work for independent fee appraisers, manage approval of appraisals/reviews and necessary revisions. Discuss issues with appraisers, accompany them on difficult or unusual assignments as needed. Conduct field inspection of proposed projects to determine cost/benefit. Meet internal stakeholders to clarify matters concerning real estate appraisal. Consult with attorneys on property value and damages for mediation, testify as expert witness in court, and assist with trial preparation. Review project information provided by city project managers, agents and acquisition staff. Hire, train, mentor, and evaluate direct reports. Perform additional appraisal and property evaluation duties as required. Knowledge, Skills, And Abilities Strong working knowledge of condemnation appraisal procedures and before/after analysis. Thorough knowledge of real estate appraisal methods for right-of-way purposes. Excellent verbal and written communication skills; skilled in giving presentations to inform and persuade audiences. Considerable knowledge of local real estate market and public land record systems. Ability to read and understand deeds, engineering plans, and other real estate conveyance instruments. Ability to estimate project costs accurately. Ability to manage many appraisals and work well under pressure and tight deadlines. Ability to establish effective working relationships with employees and the public. Proficient in Microsoft Office products. Preferred Qualifications Prefer a bachelor’s degree and a minimum of seven (7) years of related experience in right‑of‑way and real‑estate appraisal work, including four years in a supervisory capacity. Minimum Qualifications Associate’s Degree and ten (10) years of related appraisal experience, or a Bachelor’s Degree and seven (7) years of related appraisal experience. Requires certification as a N.C. State General Appraiser. Conditions of Employment The city’s Background Check Policy requires background checks for all final internal or external candidates. Checks include reference and education verification, criminal record check, credit history, sex offender registry, and motor vehicle records. All checks comply with federal and state statutes, including the Fair Credit Reporting Act. Final candidates must pass a pre‑employment drug‑screening test and physical examination. Candidates may also be asked to take skills tests or other assessments.
