Position Project Manager, Environmental Planning & Permitting Salary Salary Grade: G04 – $110,004 (minimum) to $187,007 (maximum) with a midpoint of $148,506. Overview Develops strategy and tactics and directs regulatory activities and communications for the initiation, planning, permitting, management, and closing of multiple medium- to large-scale high-profile electric utility projects with complex environmental requirements. Directs company processes related to environmental matters that impact business success and earnings, including applications, pending legislation, rulemaking, compliance reporting, public proceedings, and negotiations with stakeholders. Preferred Qualifications Anticipates permitting challenges, identifies pragmatic solutions, and supports timely delivery of projects while maintaining environmental stewardship and regulatory compliance. Essential Duties and Responsibilities Develop and implement strategies aligned with the company's environmental policy objectives. Create and execute stakeholder engagement and permitting tactics to minimize risk and communicate benefits. Represent the company in interactions with media, legislators, community groups, and regulators. Prepare and submit federal, state, and local permit applications and compliance documentation. Evaluate electric planning documents and leverage industry contacts to facilitate plan execution. Provide realistic permitting timeframes to ensure adequate scheduling for environmental compliance. Prepare testimony, interrogatory responses, and justifications to support regulatory approvals. Monitor and implement federal, state, and local environmental and land use plans, regulations, policies, and laws. Coordinate with internal groups to align company goals with applicable plans and regulations. Competencies Expert knowledge of environmental regulations (NEPA, ESA, NHPA, CWA, OPA, FLPMA, etc.) and utility industry practices. Strong judgment, creativity, problem‑solving, and decision‑making skills. Ability to develop persuasive presentations and arguments to diverse audiences. Leadership and motivation of cross‑functional project teams. Education and Experience Bachelor’s degree in a related field with seven to nine years of related experience, including two years in management. Master’s degree preferred. Communication Skills Read, analyze, and interpret business periodicals, professional journals, financial reports, legal documents, and environmental regulations. Write clear, concise reports and correspondences. Present information effectively in group settings and respond to inquiries from stakeholders. Mathematical Skills Apply probability, statistical inference, geometry, and trigonometry to practical situations. Use fractions, percentages, ratios, and proportions in business contexts. Computer Skills Working knowledge of geographic information system software. Proficient with database, spreadsheet, and word‑processing tools. Analysis and Problem‑Solving Identify, prioritize, and solve complex problems involving environmental, political, and social variables. Conduct data analysis, model environmental phenomena, and develop predictive strategies. Decision Making Make decisions within company policies and standard operating procedures. Develop sound strategies to resolve regulatory issues and consult with management when needed. Scope and Impact Accountable for budget management of labor and direct costs for all environmental planning and permitting activities. Administer contracts and vendor costs while ensuring alignment with company operations. Physical Demands Regular sitting for long periods; occasional lifting or moving of up to 10 pounds.
