BUDGET MANAGER

County of Culpeper

Overview Under the general supervision of the Finance Director, the Budget Manager performs budgetary control and analytical work related to the preparation, coordination, development, implementation, monitoring and reporting of the County’s operating and capital improvement budgets. This position supports strategic planning, financial forecasting, and budget performance evaluation, provides budgetary support to departments, advises leadership on fiscal matters, and assists in the development of financial policies and procedures. Essential Job Functions Assists with the development and administration of the County’s annual operating budget and multi-year Capital Improvements Plan (CIP) Collaborate with departments to gather, analyze, and evaluate budget requests; provide guidance to departments on budget preparation, financial planning, and cost control Prepare budget documents, schedules, charts, statistical information and narrative content for public and internal presentations, including budget books and briefing materials for the Board of Supervisors Conduct research and analysis of revenues, expenditures, trends, and operational needs to support data-driven decision-making Monitor departmental expenditures and budget performance throughout the fiscal year to ensure compliance with adopted budgets and financial policies; processes budget transactions throughout the year Analyze variances and assist with financial forecasts and projections; identify areas of concern and recommend corrective actions Develop and implement budgetary procedures, tools, and training to ensure consistency, transparency, and accountability across departments; assist in policy development and implementation Assist in coordinating the establishment of performance measures and indicators for existing and new County activities; evaluating the appropriateness of measures and indicators; and assist departments in the development of valid data collection methodologies Assist in writing and editing the recommended and adopted budget documents in accordance with County policies and Government Finance Officer Association (GFOA) standards Support the development and maintenance of financial modeling tools, dashboards, and long-range financial planning frameworks Respond to inquiries by leadership, department heads, and external stakeholders on budget process, status and related activity Participate in audits, reviews, and financial studies as assigned Maintain knowledge of relevant state and federal financial regulations and local government finance best practices Works with State Compensation Board on preparation of annual Jail audit; and submits to the state. Signs off on State COIN system, monthly, for County to receive reimbursement for Constitutional offices. Prepares fixed asset listing for use in annual county audit for all County and enterprise fund assets over $5,000; maintains list of departmental assets from $1,000 to $4,999 for internal purposes. Perform other duties as assigned to support the fiscal management functions of the County. Skills, Abilities & Other Requirements Thorough knowledge of the practices, procedures, and guidelines pertaining to general/governmental accounting, including those pertaining to general ledger, account analysis, budget administration, grant administration, and financial reporting Ability to use independent judgment and work with little direct supervision as situations warrant Ability to effectively communicate and interact with supervisors, members of the general public, and all other groups involved in the activities of the department Ability to read, understand, and interpret financial reports and related materials Mathematical ability to handle required calculations Ability to supervise and lead employees in the department Ability to operate a computer; proficiency in various software including Word, Excel, etc. Excellent interpersonal skills and ability to work in a team environment Minimum Qualifications & Experience Education and experience equivalent to a Bachelor\'s degree in Accounting or closely related field; supplemented by five (5) years previous experience and/or training involving governmental accounting, general ledger accounting, general accounting, financial reporting, account analysis, and auditing. Special Requirements Must possess satisfactory results of a criminal history background check. Must be able to lift 5-10 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at a keyboard or workstation. Must be able to communicate orally, and perceive and discriminate colors or shades of color.
