Executive Director, Human ResourcesThis administrative position is responsible for administering the activities of Human Resources including recruiting, workforce planning, talent management, employee development, total rewards, and leadership development, with the overall goal of creating a compelling, engaging, high-performance work environment that aligns with the mission and purpose of the District.The incumbent will design short-term and long-term strategies for continuous improvement of people policies, processes, and procedures based on industry best practices, prior experience, and sound judgment. This position supports the supervision of a team of Human Resources professionals. Define Human Resources strategies and initiatives in alignment with short- and long-term District goals. Ensure HR services effectively consistently support operations at each school facility/building and meet all local, state, and federal laws and regulations. Manage the development, implementation, and administration of human resources policies and procedures that promote the development of a strong work community. Ensure that policies are well-communicated to staff and that there are processes in place for employees to address policy concerns and violations in a safe environment. Direct the activities of HR team members to deliver effective services to District schools and departments. Direct recruitment, selection, and onboarding functions. Develop talent pipelines, establish a strong employer brand that attracts great talent, and develop workforce plans to organize recruitment, selection, and onboarding activities in alignment with the District's strategic direction and goals. Direct the completion of human capital audits and surveys to assess the overall health of the District. Ensure audit and survey results are translated into action plans that drive improvements in both HR practices as well as the overall work environment. Establish and deliver learning and development programs in the areas of legal compliance, professional development, and leadership development. Create events, programs, methodologies, and tools that foster high performing work teams and sustain an engaging work environment. Direct the maintenance and administration of the performance management systems throughout the District. Manage the development and administration of compensation and benefit programs in partnership with District leadership. Represent the human resource function to District leaders and the School Board as required. Implement and maintain a system of succession management and planning for critical positions across the District. Manage the investigation and resolution of labor issues and lawsuits. Establish and maintain relationships with legal counsel to develop sound people policies, practices and procedures that can withstand robust scrutiny. Provide counsel, advice, and guidance to employees and leadership on employment issues. Arbitrate discussions and make appropriate recommendations for action based on company policies and values. Manage the preparation of HR expense, capital, and staffing needs annually to serve all District locations and functions. Manage costs within budgetary constraints, reporting variances as appropriate. Must be able to evaluate teachers and/or principals through formal evaluation process. Perform other duties and lead special projects as assigned.Must be a U.S. citizen or have the legal right to work in the U.S. Must pass Federal and Ohio Bureau of Criminal Identification and Investigation background check in accordance with Ohio Administrative Code Section 3301-83-06 Master's degree in Educational Administration or Educational Leadership Valid Ohio Administrator License Valid OPES and OTES credentials 5 – 10 years of experience as building / central office administrator Significant experience in organizational alignment, talent acquisition, talent management, employee relations, total rewards, leave management and Federal and State compliances School based experience required Expertise in union labor relations and employee relations Capability to use Microsoft Office applications (Word, Excel, PowerPoint, Outlook) HRIS systems knowledge and experience (Frontline, Newton/Paycor, Orgchart experience a plus) Occasionally lift, carry, push, and pull various items up to a maximum of 20 pounds (50 pounds on wheels) While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, see, read, speak, reach, stretch with hands and arms, crouch, kneel, climb, and stoop Work is performed in an office setting at a computer workstation Work may be subject to frequent interruptions Some assignments are subject to completion within strict timelin
