Ad Hoc Cultivating Belonging Committee Student Member The Village Board is seeking applications to fill a student member vacancy on the Cultivating Belonging Committee. Creation There is hereby created the Ad Hoc Cultivating Belonging Committee. The Committee is advisory only and shall have no independent authority to establish Village policy, direct Village staff, make or administer employment decisions, conduct personnel investigations, expend Village funds except as authorized through established Village procedures, or otherwise bind the Village. Purpose The Committee shall study, consider, and evaluate how the Village may foster and support a culture in which individuals feel valued, respected, welcomed, and able to participate meaningfully in Village government, municipal services, and community life. The Committee shall assist the Village Board in further defining the concept of cultivating belonging as it applies to the Village’s organizational culture, communications, public engagement, service delivery, recruitment and employment practices, and other municipal functions and interactions, and in identifying options and recommendations for future consideration by the Village Board. Members The Committee shall consist of seven (7) members appointed by the Village President, subject to confirmation by the Village Board. Of the seven (7) members, one shall be a Village of Oregon Trustee, and one shall be a student subject to the provisions of Section 1.04 (4) of the Village Code. All members shall reside within the Village of Oregon. Terms Unless otherwise lawfully removed, Committee members shall hold office until the Committee is dissolved. Any vacancy shall be filled by appointment of the Village President, subject to confirmation by the Village Board. Organization At its first meeting, the Committee shall elect from among its members a chair, vice chair, and secretary. The chair, or vice chair in the chair’s absence, shall preside at all meetings of the Committee. The secretary shall keep true and accurate records of the proceedings of the Committee, which shall be provided to the Village Clerk. Meetings All meetings shall be on the call of the chair. A majority of the members of the Committee, excluding any vacant positions, shall constitute a quorum, except that a quorum may not consist of less than three (3) members. The Committee shall not meet nor conduct any business unless a quorum is present. Meetings shall comply with Wisconsin’s Open Meetings Law. Compensation No member shall receive any compensation for their service on the Committee. Duties The Committee shall have the following duties: To study and further define the meaning and practical application of cultivating belonging within the Village organization and in the Village’s interactions with the public. To identify values, goals, and desired outcomes associated with belonging, including such matters as participation, connection, respect, recognition, psychological safety, and meaningful engagement. To review, as appropriate, existing Village practices, communications, policies, programs, structures, and processes that may affect the extent to which staff, appointed officials, residents, and other persons interacting with the Village experience a sense of belonging. To identify barriers, gaps, opportunities, and areas for improvement relating to organizational culture, public participation, communication, collaboration, workforce practices, service delivery, or other relevant municipal functions. To consider how principles commonly associated with diversity, equity, and inclusion may be reflected through a broader and more accessible focus on belonging, shared responsibility, and community outcomes. To solicit and consider input from Village staff, Village officials, committees, community organizations, partner entities, and members of the public, as appropriate to the Committee’s work and within the scope of resources made available to it. To review information, data, examples, policies, practices, and other materials the Committee deems relevant to its assigned work. To identify and evaluate options reasonably available to the Village, including educational, operational, policy, communication, engagement, partnership, and organizational approaches. To develop findings, priorities, and recommendations for consideration by the Village Board.
