Job ID: 5691238 Application Deadline: Posted until filled Posted: May 05, 2026 4:00 AM (UTC) Starting Date: Immediately Terms of Employment: 260 Days 12-Month Contract Grade 130 FLSA Status: Exempt Immediate Supervisor: Chief Engagement Officer Position Type: Full-Time Salary: $100,993 to $155,310 Per Year Summary The Manager of Enrollment, Admissions, and Student Access provides strategic leadership and operational oversight of division-wide enrollment systems and admissions processes for all RPS students, as well as student access initiatives for scholars experiencing housing instability. This role ensures equitable access to education for all students, including those experiencing homelessness, while maintaining full compliance with federal, state, and local regulations. The Manager leads the Center for Families in Transition (C-FIT), oversees McKinney‑Vento and related programs, and directs enrollment planning and placement decisions across PK‑12. This position is responsible for supervising staff, managing budgets and grants, developing systems and processes, and driving continuous improvement to ensure efficient, compliant, and student‑centered operations. Essential Duties and Responsibilities Creates and drives the strategic priorities for C‑FIT, as well as the enrollment, admissions, and student access functions. Oversees systems for identifying and enrolling students experiencing homelessness. Advocates for equitable access to education for all children. Supports the McKinney‑Vento Liaison with resolving complex or escalated cases by building system‑wide capacity to support vulnerable student populations. Recommends and implements process improvements based on data analysis, program procedures, and outcomes. Develops and supports the implementation of new systems and approaches to internal processes to improve efficiency, collaboration, and compliance. Ensures equitable, streamlined enrollment processes across the division by setting the vision for enrollment data intake, processing timelines, and system performance to identify areas for improvement. Oversees open enrollment and selective admissions processes for PK‑12 students. Supervises the development and implementation of all scoring procedures, student registrations, placement systems, and annual “intent to return” processes. Serves as the final decision maker on administrative placements, approves re‑enrollment plans prior to implementation, and oversees dispute resolution processes (e.g., school selection, enrollment issues). Ensures that families know their educational rights under the McKinney‑Vento Act and receive appropriate services. Monitors compliance with federal and state regulations, ensuring audit readiness and compliance integrity. Serves as fiscal lead for McKinney‑Vento Grant and Title I homeless reservation; participates in program monitoring and compliance reviews. Develops, manages, and monitors budgets and grant‑funded programs supporting unhoused youth services. Researches, prepares, and submits grant proposals and amendments, and ensures compliance with reporting requirements. Collaborates across teams to coordinate services and improve outcomes for students and families, ensuring services are aligned and not duplicative. Develops and maintains relationships with community organizations, agencies, and service providers. Oversees and evaluates the work of assigned personnel. Provides coaching, training, and performance feedback to ensure alignment amongst reports with program goals. Performs all other duties as assigned to support division priorities and student success. Education and Experience Master’s degree in education, public administration, social work, or related field. Significant experience working in enrollment systems, student services, or program administration. Three (3) years of experience managing staff in an educational or community services setting. Demonstrated leadership and supervisory experience. Strong knowledge of McKinney‑Vento and student access laws and policies. Experience working in racially, ethnically, and socioeconomically diverse urban communities preferred. Experience with budget management and grant oversight preferred. Licenses/Certifications Valid Virginia driver's license and willingness to use personal automobile. Additional Requirements Availability to participate in evening and weekend events. Ability to work in a fast‑paced, high‑responsibility environment requiring responsiveness to urgent student and family needs. Practices cultural competency and leads with trauma‑informed decision‑making. Frequent collaboration and relationship building across internal teams and with external agencies. Bilingual/fluency in Spanish preferred. Knowledge, Skills, and Abilities Knowledge of McKinney‑Vento Homeless Assistance Act (Elementary and Secondary Education Act, Title VII, Subtitle B) and Title 1 procedures. Strong organization, communication (oral and written), and interpersonal skills. Strong analytical skills and problem‑solving abilities. Strong computer skills and knowledge of databases and relevant software programs, and proficiency in Microsoft and Google Suites. Ability to develop, implement, manage, and monitor programs and data to achieve established goals and objectives. Ability to interpret and apply legal requirements, policies, and procedures related to homelessness and student services. Physical Demands Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Work involves frequent sitting, talking, and hearing, as well as the use of hands and fingers to operate a computer, telephone, and other standard office equipment. The employee may occasionally stand, walk, reach with hands and arms, and stoop or crouch. Visual acuity is required for reading, preparing documents, viewing a computer screen, and performing administrative functions with accuracy and attention to detail. Work Environment Work is performed in a standard office setting within a school or district administrative environment. The position involves minimal exposure to environmental hazards or physical risks. Tasks are carried out in an climate‑controlled workspace with access to necessary technology and resources. The work is detail‑oriented and deadline‑driven, often involving multiple priorities and frequent interactions with staff, students, families, and community partners.
