Position Description
Legal Aid Services of Oregon (LASO) is seeking a full-time Tax Paralegal Navigator for its Low Income Taxpayer Clinic (LITC). The LASO LITC is a statewide program that provides legal assistance to low-income Oregonians with federal tax controversy and related state tax matters. The LITC also provides education and outreach to communities for whom English is not the primary language spoken in the home.
This position requires in-person work but is eligible for partial remote work from anywhere in Oregon. This position is funded by a twenty-four (24) month grant award from the Oregon State Bar Legal Services Program. There is the possibility of contract renewal contingent upon state funding levels in the 2027-2028 biennium.
Background
LASO is a non-profit organization that represents low-income clients in civil cases. LASO is an effective, high-quality legal services program that is committed to advocacy strategies having the broadest possible impact on client community problems. LASO has eight regional offices located across the state that serve the general low-income population in a variety of civil legal matters and three statewide programs that specialize in issues specific to farmworkers, Native Americans, and low-income taxpayers.

Responsibilities
The Tax Paralegal Navigator will:
- Work with our Outreach Team to collaborate on developing and growing our program’s capacity to host Facilitated Self-Assistance clinics across the state, including attending community events on behalf of the program.
- Support the LITC in extending the reach of tax assistance and tax education to under-resourced parts of the state.
- Identify significant issues that impact our client community and engage in advocacy to help support change.
- Provide administrative support to the Program Director by assisting with day-to-day tasks, processing invoices, assisting in the preparation of grant reports, and attending to clients as needed.
- Conduct trauma informed intake interviews.
- Other duties as assigned by the LASO LITC Program Director
Qualifications
- 1-5 years of tax or other regulatory program navigation or case management.
- Read, write and speak English, including public speaking.
- Detail oriented, highly organized and efficient delivery of high-quality thoughtful work product.
- Proven interest in and commitment to advocacy for legal rights, and access to the law, for low-income Oregonians.
- Enthusiasm, creativity, good judgment, initiative, and willingness to work collaboratively and learn independently.
- Treat members of the team with courtesy and collegiality.
- Meet high standards of excellence and a willingness to adapt to the changing needs of the LASO LITC team and our client community.
- Demonstrated understanding and commitment to anti-bias principles, cultural competency and addressing systemic racism and other forms of oppression.
A highly competitive candidate will be solution oriented, open to feedback from colleagues and direct supervisor, works well both independently and as part of a group, values teamwork and collective problem solving, and is willing to collaborate on distribution of labor with the goal of avoiding unsustainable workload and preventing burnout. Anyone joining our team must be willing to assist with administrative tasks and duties.
LASO has a hiring preference for candidates who are bilingual in Spanish and/or another language commonly spoken by our client population. Please indicate your proficiency level in languages other than English in your application materials.
Preference will also be given to those who have prior experience assisting with tax navigation and/or facilitated self-assistance programs.
Salary/ Benefits
Compensation is based on a 35-hour work week. Salary range is $46.2K – 52.2K for 0-5 years’ experience; $53.4K - 58.2K for 6-10 years’ experience and $59.4K-70.2K for 11-20 years’ experience annually; salaries are determined by relevant work experience and our Collective Bargaining Agreement. Additional annual compensation of $4,300 to $5,700 is available for bilingual ability, depending on proficiency. Full benefits package including individual and family health, vision, and dental insurance coverage; 6% employer retirement contribution; generous paid holidays, vacation, and sick leave; and paid moving expenses.
Working Conditions And Physical Requirements
- Work week is 9am to 5pm, Monday through Friday. Occasional after hours and weekend work may be required.
- Work in an office environment including working at a workstation (potentially shared office space with a colleague), attending meetings in person and virtually, etc.
- This position will involve occasional travel around the state and, as such, requires a valid driver’s license or the ability to obtain one within 60 days of hire date.
- Use of computers and other office equipment during a 7-hour workday.
- Extended periods of sitting at a desk working from a computer.
- Ability to lift up to 20lbs.
